PURPOSE OF THE UNIT STANDARD 
Purpose:

The person credited with this unit standard will be able to describe the shortfalls of a single species management approach, the need for an ecosystem management approach, issues leading to over-harvesting, the effect of changing markets, sustainable fisheries resource management, the role of monitoring and enforcement, South African marine resource legislation, fisheries resource threats, management of permit conditions in the sector of activity.

The qualifying learner will be capable of:
  • Explaining the need for a responsible fishing policy implementation.
  • Explaining the reasons that fisheries resources are under threat.
  • Describing management policies designed to ensure the sustainability of fisheries resources.
  • Describing measures to monitor marine resources and compliance with permit conditions.
  • Complying with monitoring and enforcement measures.

  • UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:
  • This unit standard deals with demonstrating an awareness of responsible fishing requirements and practices.
  • Appropriate sections of the applicable SAMSA Code of Safe Working Practices.
  • Appropriate sections of the prevention of pollution of the marine environment legislation.
  • Appropriate sections of maritime environmental legislation.
  • Vessels may include any fishing vessel operating in South African waters.
  • This unit standard covers all fishing sectors in the Southern African waters. This includes but is not limited to hake, abalone, squid, shark, tuna, seaweed, pelargic, netfish, prawns and lobster.

    Market driven factors which influence fishing policy are identified with examples.

  • Consumer pressure, Marine Stewardship Council, SASSI and/or other public initiatives.
     

  • ASSESSMENT CRITERION 3 
    South Africa's obligation to adhere to international standards and/or protocols regarding responsible fishing practices is explained with at least two examples.

    Should include but not limited to:
  • United Nations Food and Agricultural Organisation (FAO), Agreement for the Conservation of Albatrosses and Petrels, World Summit on Sustainable Development, Marine Pollution Protocols, Agreement for the Conservation of Albatrosses and Petrels (ACAP).

    South African legal constraints pertaining South Africa's marine environment are identified with at least two examples.

    A sector-specific example of a marine ecosystem is used to demonstrate the relationship between the ecosystem and the sustainability of fisheries resources. 
    ASSESSMENT CRITERION RANGE 
    Should include but not limited to:
  • Sustainability, indicators of ecosystem health, habitat, predators, bottom habitat, food web, bycatch and the role of humans in a marine ecosystem.
     

  • ASSESSMENT CRITERION 2 
    The single species approach to fisheries is analysed to explain its impact on marine ecosystems and fisheries resources. 
    ASSESSMENT CRITERION RANGE 
    Should include but not limited to:
  • Examples should include the effect on bottom habitats, the removal of predators, vulnerable bycatch, indicators of ecosystem health and impacts on marine foodwebs.
     

  • ASSESSMENT CRITERION 3 
    The harmful effects of other fishing activities on the marine environment are described with sector-specific examples.

  • Dumping, pollution, gear loss and ghost fishing.

  • Limiting the amount of fish caught (Total Allowable Catches, effort limitations, bag limits etc), protecting the marine ecosystems, closed fishing seasons and closed fishing areas.
     

  • ASSESSMENT CRITERION 2 
    Measures to reduce bycatch are described with sector-specific examples. 
    ASSESSMENT CRITERION RANGE 
    Should include but not be limited to:
  • Square mesh, grids, gear restrictions, precautionary catch limits, measures and mechanisms to avoid catching seabirds, sharks etc).
     

  • ASSESSMENT CRITERION 3 
    Permit conditions to protect the marine ecology are described with sector-specific examples. 
    ASSESSMENT CRITERION RANGE 
    Should include but not limited to:
  • Permit conditions to reduce damage to the seabed, reduce bycatch, use of tori lines,).
     

  • ASSESSMENT CRITERION 4 
    Permit conditions to limit the amount of fish caught are described with sector-specific examples.

    Methods of monitoring fisheries resources and compliance with management policies are described with sector-specific examples.
