PURPOSE OF THE UNIT STANDARD 
This unit standard is aimed at learners required to understand the legislative framework and operational requirements for tourist guides operating in South Africa. Persons credited with this unit standard are able to demonstrate a knowledge and understanding of role-players in the tourist guiding sector and the legislation that governs these provisions in South Africa.

On achievement of this unit standard the learner will understand and be able to:
  • Identify the role-players in the tourist guiding industry in the public sector in South Africa.
  • Identify the commercial providers of tourist guiding services, products and facilities.
  • Identify and describe the operational requirements for the provision of guiding services as it applies to a selected tourist guiding application.

    SPECIFIC OUTCOME 1 
    Identify the role-players in the tourist guiding industry in the public sector in South Africa. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The role of the government in the provision of guiding services is explained from a National, Provincial and Local perspective. 
    ASSESSMENT CRITERION RANGE 
    Role of the government refers to:
  • The policies and legislation of departments such as the National Department of Environmental Affairs and Tourism (DEAT), Provincial Departments, District and Local Municipalities.
     

  • ASSESSMENT CRITERION 2 
    The legislation in terms of the governance and implementation of guiding service delivery is interpreted in terms of restrictions, outcomes and responsibilities. 
    ASSESSMENT CRITERION RANGE 
    Tourism Second Amendment Act, Provincial Tourism Acts, Requirements of the National and Provincial Registrars' offices. Local requirements if and where applicable.
     

    ASSESSMENT CRITERION 3 
    Public entities utilising Tourist Guides are identified and described in terms of the provision of services and requirements for service provision. 
    ASSESSMENT CRITERION RANGE 
    Entities include but are not limited to Provincial and National parks and private nature conservation environments, National museums, proclaimed cultural and heritage sites which permit nature, culture and adventure guiding for visitors utilising these facilities within a tourism context.
     

    SPECIFIC OUTCOME 2 
    Identify the commercial providers of tourist guiding services, products and facilities. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The commercial providers of guiding services are described in terms of products, facilities and service provision requirements. 
    ASSESSMENT CRITERION RANGE 
    Local, Regional and Provincial tourism organisations, Tourist Guide associations, Tour Operators, relevant guiding companies, lodges and hotels that capitalise on natural and cultural heritage and adventure locations/venues/centres.
     

    ASSESSMENT CRITERION 2 
    The different types of commercial application of guiding services are identified with registration and operational requirements. 
    ASSESSMENT CRITERION RANGE 
    Applications include nature, culture or adventure guiding with specialisation areas, provision of services such as a Site, Regional, Provincial or National Guide.
     

    SPECIFIC OUTCOME 3 
    Identify and describe the operational requirements for the provision of tourist guiding services as they apply to selected tourist guiding applications. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Operational requirements are identified and described as they apply to selected guiding specialisations. 
    ASSESSMENT CRITERION RANGE 
    Regulatory and other requirements including registration, permits, special permission in terms of access, time limits and group limitations are identified as they apply to the commercial provision of guiding services.
     

    ASSESSMENT CRITERION 2 
    Training and development requirements are identified to ensure operational compliance in areas of specialisation. 
    ASSESSMENT CRITERION RANGE 
    Training and qualification requirements include the assessment of own training requirements in terms of envisaged operational scope i.e. site, region, provincial or national guide, operational requirements include training and development associated with additional legislative and operational requirements including items such as first aid certification and public transport permits.
     


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing an individual against this unit standard must meet the assessor requirements of the relevant ETQA. In particular, such assessors must demonstrate that they assess in terms of the scope and context defined in all the range statements. Any institution offering learning towards this unit standard must be accredited as a provider with the relevant ETQA.
  • External moderation of assessment will be conducted by the relevant ETQA at its discretion according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures.
