PURPOSE OF THE UNIT STANDARD 
This Unit Standard is for people who work in the field of marine engineering. A learner who has achieved the Outcomes of this Unit Standard will be useful to the South African Navy and the merchant navy in that they will be able to:
  • Describe precautions to take in order to prevent pollution to the marine environment.
  • Take effective action in the event of a pollution emergency.
  • Implement pollution prevention measures during bunkering operations.

  • UNIT STANDARD RANGE 
    The International Convention on Standards of Training, Certification and Watch keeping for Seafarers (STCW) codes and South African Maritime Safety Authority (SAMSA).

    SPECIFIC OUTCOME 1 
    Describe precautions to take in order to prevent pollution to the marine environment. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The process for the disposal of shipboard waste in accordance with company, environmental, and industry regulations is described. 
    ASSESSMENT CRITERION RANGE 
    Shipboard waste includes-solid waste, oil, fuel, sewage and contaminated water.
     

    ASSESSMENT CRITERION 2 
    Procedures employed for basic environmental protection are described in terms of International Convention for the Prevention of Pollution from Ships (MARPOL). 
    ASSESSMENT CRITERION RANGE 
    Procedures appear in:
  • Naval orders, Fleet orders and Unit orders.
     

  • ASSESSMENT CRITERION 3 
    Precautions that are necessary to avoid oil pollution during the bunkering of a vessel are identified and described in terms of vessel operating instructions and procedures. 

    ASSESSMENT CRITERION 4 
    Overboard discharge and monitoring procedures are described and explained in accordance with International Organisation for the Prevention of Pollution (IOPP) regulations. 

    ASSESSMENT CRITERION 5 
    Records recording the method and location for the disposal of oil residues and garbage are maintained according to regulations and standard operating procedure requirements.

    The ship's Ballast Water Management Plan is described with reference to implications for pollution of international waters.

    Take effective action in the event of a pollution emergency. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Incidents of waste spillage entering waterways are reported in accordance with Naval and Fleet Orders/merchant navy protocols, and the vessel's operating procedures for reporting and containing the spillage. 

    ASSESSMENT CRITERION 2 
    The immediate actions required to contain and neutralise waste spillage are described in accordance with vessel's Safe Ship Management Policy and Procedures. 
    ASSESSMENT CRITERION RANGE 
    Safe Ship Management Policy and Procedures include:
  • References to environmental legislation and Naval, Fleet and Unit orders.
     

  • ASSESSMENT CRITERION 3 
    The containment method of an oil spill and/or pollution is appropriate to the nature and size of the spill, and executed using the procedures, techniques and equipment required by shipboard oil pollution plan (SOPEP) as a component of the Shipboard Marine Pollution Emergency Plans.

    Implement pollution prevention measures during bunkering operations.

    ASSESSMENT CRITERION 1 
    Air and water pollution prevention procedures are carried out in accordance with established vessel practice and regulatory requirements. 
    ASSESSMENT CRITERION RANGE 
    Prevention methods include:
  • Correct swinging of valves, taking soundings/ullages, correct preparation procedures.
     

  • ASSESSMENT CRITERION 2 
    Action taken in the event of a spillage meets with regulatory requirements and established vessel procedures for type of vessel and nature of the spillage. 
    ASSESSMENT CRITERION RANGE 
    Action includes:
  • Informing authorities, prevent further spillage, break up or contain spillage.
     

  • ASSESSMENT CRITERION 3 
    All relevant information is immediately reported to appropriate officials when a spill is detected or when a malfunction has an occurred which may pose a risk of a spill. 

    ASSESSMENT CRITERION 4 
    Shore-based personnel are notified of a spill in accordance with relevant legislation, regulations and procedures for alongside and within specified coastal limits and/or territorial waters. 

    ASSESSMENT CRITERION 5 
    Shipboard spill containment and emergency procedures are executed in accordance with established vessel practice and regulatory requirements. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard must be accredited as a provider through the relevant ETQA by SAQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines and the agreed ETQA procedures.

  • Every learner for the issue of a certificate of competency as deck or engineer officer must be assessed at one or more of the following levels:
    > Level 1; this assessment is carried out during qualifying service on a ship and involves the practical demonstration that the required level of competency has been reached or during training at an accredited institution, and must be carried out aboard ship by one or more designated ship's officers and ashore by one or more assessors.
    > Level 2; this assessment is carried out during qualifying service on a ship or during training at an accredited training institution, and must be carried out by an assessor.
    > Level 3; this assessment is carried out by an examiner and an assessor when a learner presents himself or herself for oral examination.
  • All units of competency that are to be assessed at level 1 or 2 must be indicated in the training record book issued to the learner.
  • Only an assessor may sign off a unit of competency in the learner's training record book when the learner is considered to be ready for the next level of assessment (if any) and has successfully demonstrated competency in the unit as specified in the Code for South African Maritime Qualifications (the Code).
