PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful to people who are responsible for transporting persons, material, equipment and explosives by means of a fixed-saddle utility vehicle in an underground workplace. People credited with this unit standard are able to:
  • Explain the specified requirements pertaining to the transportation of persons, material, equipment and explosives;
  • Prepare the utility vehicle for transporting;
  • Perform transport duties.

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    1. The operational requirements of a Dump Truck and the consequences to health and safety if specified requirements are not adhered to, are explained. 
    ASSESSMENT CRITERION RANGE 
    Operational requirements must include the following:
  • Towing and speed limits
  • Traffic Control Systems
  • Environmental conditions i.e. heat, gases, dust, excessive water, and visibility and ventilation flow.

    2. The steps to be followed in the event of emergencies and the consequences to health, safety and productivity if the specified requirements are not adhered to, are explained.

    3. The importance of transportation of persons, material, equipment and explosives with a fixed saddle Utility Vehicle in accordance with specified requirements and the consequences to health, safety and production if these requirements are not adhered to, are explained.

    Prepare the utility vehicle for transporting. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    1. The required personal protective equipment is available, fit for purpose and used in accordance with its design and specified requirements. 

    ASSESSMENT CRITERION 2 
    2. The designated parking area of the fixed saddle Utility Vehicle is examined and hazards and substandard conditions are dealt with in accordance with specified requirements. 

    ASSESSMENT CRITERION 3 
    3. The required tools and equipment are available, fit for purpose and used in accordance with specified requirements and in line with accepted ergonomic principles. 

    ASSESSMENT CRITERION 4 
    4. The pre-use and after start inspection is conducted in accordance with the requirements on the provided checklists and defects identified are dealt with in accordance with specified requirements. 

    ASSESSMENT CRITERION 5 
    5. The numbers of persons, tools and equipment to be transported together are in accordance with specified requirements. 

    ASSESSMENT CRITERION 6 
    6. The quantity and types of explosives to be transported are in accordance with specified requirements. 

    ASSESSMENT CRITERION 7 
    7. The consequences to safety, health and productivity if specified requirements are not adhered to whilst preparing to transfer broken rock with a fixed saddle Utility Vehicle, are is explained. 
    ASSESSMENT CRITERION RANGE 
    Consequences must include those for the following:
  • Failure to use or using defective personal equipment
  • Failure to use the specified tools and equipment and not using tools and equipment in accordance with specified requirements
  • Failure to perform a pre-use and after start inspection
  • Failure to transport the specified amount of persons, tools and equipment
  • Failure to transport the specified quantities and types of explosives
  • Failure to examine the parking area and dealing with hazards.

    ASSESSMENT CRITERION 2 
    2. The permissible material, equipment and /or persons are loaded to allowable capacities and secured in accordance with specified requirements. 

    ASSESSMENT CRITERION 3 
    3. The embarking, seating, securing and disembarking of persons is conducted in accordance with specified requirements. 

    ASSESSMENT CRITERION 4 
    4. The permissible capacity and types of explosives are loaded and secured, offloaded and handed over in accordance with specified requirements. 

    ASSESSMENT CRITERION 5 
    5. Interpersonal interaction is positive, consistent with specified requirements, promotes effective teamwork and avoids dysfunctional conflict. 

    ASSESSMENT CRITERION 6 
    6. The fixed saddle Utility Vehicle is parked in the designated area, secured and locked out and prepared for subsequent loading operations in accordance with specified requirements.

    7. Forms, checklists or reports are complete, accurate, and in the required format and submitted to the designated person.

    8. The consequence to safety, health and productivity if specified requirements are not adhered to whilst transferring broken rock with a fixed saddle Utility Vehicle, are explained.

    Consequences must include those for the following:
  • Failure to continuously examine the working place for hazards and sub-standard conditions and dealing with same
  • Failure to ensure safety of employees being transported
  • Failure to ensure safety of employees by transporting incorrect types of explosives

  • Failure to prepare equipment for subsequent loading operations
  • Failure to submit reports on time and to the relevant persons

  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.
