PURPOSE AND RATIONALE OF THE QUALIFICATION
Purpose:
The qualification is for any individual who wants to broaden their understanding of practice related to youth issues and development. The qualification focuses on enhancing the individual's abilities to identify, analyse, and address youth-related challenges in various contexts. It enables the individual to gain a "recognised" qualification to practice in the field of youth development work. It also equips practitioners with generic and core competencies, knowledge, skills, and values needed for the field. Specifically, the qualification will develop individuals to become skilled leaders who can mobilise, plan and evaluate projects. The qualification will prepare and promote informed understanding on the principles and theories of youth. The qualification will furthermore equip individuals with employable skills and competencies.

Rationale:
The qualification empowers young people to effectively participate in, and contribute to, national development. The academic qualification has become necessary for many reasons. Firstly, the socio-economic challenges facing the youth have changed dramatically over the past decade across the world but particularly in South Africa. These have to be factored into the training of the youth development worker. Secondly, training appears to be more focused on acquiring skills so that the learners can be employed by government and the private sectors with very limited emphasis on self-employment and the development of Small, Micro and Medium Enterprises (SMMEs). The proposed changes will place more emphasis on youth and SMME development. Finally, the Commonwealth values are good and emphasised but African value systems such as humanity (Ubuntu) and respect of elders and authority are not well addressed in the existing curriculum. The need to incorporate the good aspects of the African culture in the youth and youth work therefore becomes imperative.
