| PURPOSE AND RATIONALE OF THE QUALIFICATION |
| Purpose:
This vocational and professional qualification promotes a deeper understanding of the management, promotion and leadership of sport and leisure organisations, events, stadia, and athletes, in a variety of contexts, ranging from grassroots sport and leisure development to professional organisations and elite sport contexts. The qualification will, therefore, develop learners who will have the vocational/professional attributes, as well as the scope of knowledge that will contribute to the general improvement in quality of life for individuals in society. The qualification is intended for learners who already have a foundational academic background in sport and leisure or general business management and/ or relevant sport and leisure industry experience to allow deeper engagement with management principles and practices at the forefront of this field. Furthermore, the qualification will provide ethically orientated individuals based on critical reflection who can evaluate data, analyse and effectively problem solve in various work and social contexts that contribute to economic development. Graduates will enhance their professional practice, career development and academic advancement by gaining applied knowledge and professional skills in selected contemporary management areas. The qualification aims to produce professional sport and leisure managers who demonstrate ethical and socially responsible behaviours, effective collaboration skills, accountability, and professional communication skills. The qualification will prepare learners for further postgraduate studies, by deepening their knowledge and understanding and honing their research methodologies towards undertaking more complex independent research. Upon the completion of the qualification, qualifying learners will gain skills and competencies of: The qualification has been designed to produce individuals with graduate attributes that respond to the needs of the sports and leisure industry. The following institutional graduate attributes informed the design of the qualification. 1. Technological capability and foresight. 2. Resilience and problem-solving capability. 3. Relational capability. 4. Ethical capability. Rationale: The sport and leisure industry is rapidly professionalising and needs managers who have competent business skills combined with an understanding of the nuances and challenges of the sport and leisure industry, especially within an emerging economy context. While there are multiple opportunities to study in the sport sciences, there are very limited opportunities at the post-graduate level for studies in the business management of sport and leisure. Globally, this has become a greater area of growth academically, with specialist sport business-related courses emerging to cater for the increased professionalisation of the sports industry. Furthermore, a few mid-level managers within the sports industry need to improve their management skills at an academic and applied level. This qualification will, therefore, provide entry to learners from the general academic stream, e.g., an appropriate bachelor's degree in a management-related field, who wish to acquire specialised applied competencies within the sport and leisure industry. It also offers a progression route for graduating Advanced Diploma in Sport and Leisure Management learners to gain an NQF level 8 qualification that will further allow them to access the Masters in Sport Management or similar masters-level study. The qualification was developed in consultation with key stakeholders in our economic sector, which includes the Department of Cultural Affairs and Sport (DCAS), the Department of Sport and Recreation South Africa (SRSA and Club Management Association of South Africa (CMASA). to respond to provincial and national government needs for providing suitably educated and skilled graduates for extensive sport and leisure operations. The qualification will provide a qualification for a range of typical learners who have foundational knowledge and experience in the sport and leisure industry and are eager to deepen this knowledge and skillset to enhance or widen their career development prospects and professional preparation for the sport and leisure industry. This qualification focuses on meeting the needs of a specific niche market, being one of only three such qualifications at this level in the country. Industry stakeholders from a broad range of local government (e.g. DCAS), federations (e.g. Western Province Rugby & South African Gymnastics Federation), sport development agencies (e.g. Play Sport 4 Life & Sporting Chance), health and wellness organisations (e.g. Sports Science Institute South Africa) and sport retail businesses (e.g. PUMA) were consulted at the conceptualisation and design stages of the development of this programme. The annual Advisory Board meetings held from 2017 to 2019 were used to host discussions around key components of knowledge and skills required in the industry. From these discussions, we realised the industry need for graduates who can manage in a changing environment and who recognise national legislation/ policies and key government priorities; utilise technology and new media applications in marketing and branding; make use of technology in the promotion of wellness and to enhance human performance, from grassroots sport development contexts to professional and elite sport organisations. The industry emphasised the development of soft skills, such as leadership, teamwork, communication, time management and ethical and social responsibility. The qualification aligns with the strategic goals and mission of the World Leisure Organisation whose key strategic objectives include linking sport and leisure to the United Nations' Sustainable Development Goals for Africa and enhancing research and scholarship (UN Sustainable Development Goals, 2016). The issue of transformation continues to shape thinking about higher education. The National Development Plan (2012) asserts the important role of higher education in enhancing national economic competitiveness within a global knowledge-driven economy. That review foregrounds the social and public value of higher education, placing on it the responsibility for "providing equitable opportunities for learning and (self-) development; to be responsive to societal needs, producing relevant knowledge and socially committed graduates to contribute". This expectation is further reinforced in the National Development Plan (2012: 262) "where universities and their courses are key to developing a nation". In this treatise, it is emphasized that "universities educate and train people with high-level skills for the employment needs of the public and private sectors. Universities are the dominant producers of new knowledge, and they critique information and find new local and global applications for existing knowledge". The Sport Management Department conducted a needs assessment of current, future, and graduated learners. This assessment provided an endorsement of much of the existing qualification and proved the desire for graduate learners to further their studies. A significant feature from this review was the desire to qualify offered full-time, over one year, during evenings and off-peak periods, with an emphasis on the use of technology to assist with independent study and communication to supplement the contact class time. The survey of learner needs also gave an indication of the subject content areas that learners have most valued, with a strong demand for management, marketing, and event-related subject content, as well as the continuation of elements of sports performance content. Learners highlighted a desire for the inclusion of community engagement projects and practical, industry engagement. The current learner profile of the Sport Management Department bears witness to the transformation imperative of the institution, with a female cohort of 37% and a Black African demographic cohort of 58%. Employability, as well as the opportunity to create start-up businesses, will be a key element of the new qualification. The sport and leisure industry is broad, with many varied career path prospects including, but not limited to the following: The qualification will not only provide graduates to work effectively in the burgeoning Sport and Leisure industry but also provide innovative and aspirant individuals who can create new businesses and capacitate the industry segment for increased growth. This beneficial outcome is affirmed by the South African Treasury Budget Review (2017) which states that this country needs broad-based economic transformation that creates jobs and business opportunities for black South Africans, reduces inequality and boosts income growth for all citizens. The Postgraduate Diploma in Sport and Leisure Management is well placed to provide competent, knowledgeable, and skilled graduates to service and expand this economic sector. There are clear indications that employment in occupations servicing the health and wellness, sport, leisure, recreation sector has an important role to play in providing employment and career paths for young people and addressing the unacceptably high youth unemployment rate. The qualification will capacitate graduates with knowledge and skills to implement qualifications to increase physical activity for all, in the community, and support the goals of mass participation and transformation, especially in historically marginalised communities. The qualification supports the Department of Health's (2014) strategy for the prevention and control of obesity in South Africa in their mission to alleviate the health, disease, and social burden on society by providing graduates whose work elevates the level of physical activity in communities and promotes positive leisure engagement. |
| LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING |
| Recognition of Prior Learning (RPL):
This qualification may be achieved in part or completely through the Recognition of Prior Learning, which includes formal, informal, and non-formal learning and work experience. The Recognition of Prior Learning (RPL) assessment process involves the identification, mediation, assessment and acknowledgement of knowledge and skills obtained through informal and non-formal learning. RPL is applied in terms of the policy and criteria of the institution. The necessary documentary evidence will have to be provided and a formal RPL process will be followed. The institution will apply in this qualification the RPL for both access and credits in line with the National Policy and Criteria for the Implementation of RPL (Amended in March 2019). RPL for Access: Learners who do not meet the minimum entry requirements of the required qualification may be considered for RPL. | An international comparison study was conducted to determine the extent of the qualification and how modules compare with similar qualifications at international institutions that offer reputable postgraduate sport management qualifications. It is important to note that most Sport Management qualifications at this level are typically offered as part of bachelor's degrees (Honours) internationally. The comparison analysis found the following international postgraduate diploma qualifications, each of which were analysed for their subject content, academic purpose and structure, credit values, teaching design and research component:

The qualification covers a detailed understanding of sport, management, marketing, leadership, finance, and business principles with an appreciation of the complex global social contexts in which these operate. It prepares learners for a management career in sports, equipping them with the skills required to manage sporting facilities, including financial, human resource, sporting expertise, marketing, and service operations. The qualification is designed to give learners an understanding of the management, social and practical skills required in the burgeoning sports industry, with a focus on social policy, ethics, and the philosophy of sport, as well as the context of business and management of services, people, and the sporting environment. Qualification structure: The qualification comprises of the following compulsory Modules: Compulsory Modules: Country: Finland Institution: JAMK University of Applied Sciences Qualification Title: Sport Business Management Degree Honours Purpose: The qualification is aimed at sports enthusiasts who are working in the sports industry, interested in working with sports or willing to enhance their knowledge. By completing the qualification, learners will be able to understand the concepts of leading and managing sport organisations, apply marketing concepts to sports, utilise the sport business intelligence to improve business performance and develop effective strategies for sport business organisations. Qualification structure: The qualification comprises of the following compulsory and elective Modules: Compulsory Modules: Electives Modules: Similarities: The international comparison exercise revealed that there has been a growing global recognition of the need for professionally focused postgraduate qualifications of study, especially with a business-related underpinning. These qualifications aim to advance the professional development and management or leadership capacity of learners as well as prepare them for potential Masters-level qualifications. All the postgraduate qualifications reviewed are offered as one-year, 120 credit, full-time qualifications. Some have the option for it to be offered part-time over a two-year period. They are all delivered face-to-face. Every course includes a research component that requires a research project or thesis to be submitted in addition to receiving tuition in research methodology or related research topics. The content of these courses is clearly structured to deliver advanced and contemporary issues within this field, with a clear business management underpinning. The international comparison study was instrumental in the development of the Postgraduate Diploma in Sport and Leisure Management as it highlighted the content at the forefront of the academic qualifications at this level, such as a focus on leadership and change management, fan engagement, media, facility management and aspects of technology and innovation in practice. In particular, the integration of technology management demonstrates the response of the qualification to the needs and challenges of the Fourth (4th) industrial revolution. The Postgraduate Diploma in Sport and Leisure Management also acknowledges the need for an industry-focused capstone research project as a core outcome for the programme and to prepare learners for progression to a potential masters-level study. Differences: The structure of the above-cited international qualifications consists of both compulsory and elective modules while the South African Qualification comprises only compulsory modules. However, there are similarities in terms of the content for compulsory modules. Conclusion: The quality of this qualification is maintained as it draws its curriculum inspiration from the established international best practices in the field of Sport Management and Science. The rigour of the curriculum content and the general structure of this qualification compares favourably with qualifications of similar nature and focus offered at the leading international institutions in New Zealand, the United Kingdom, Finland and Spain. |
