| PURPOSE AND RATIONALE OF THE QUALIFICATION |
| Purpose:
The purpose of the Postgraduate Diploma in Construction qualification is to provide learners with the environment to develop knowledge and skills to make effective contributions to their disciplines and to the rapidly changing world. This qualification is designed to prepare learners for master's study through the deepening of their knowledge and understanding of theories, methodologies, and practices, as well as through the application of advanced problem solving to construction project management-related problems, advice on the design of appropriate construction methods and qualifications in big enterprises and the management and delivery of construction projects in such enterprises. The qualification will prepare learners for various specialisations in construction planning and cost control, construction project management, and facilities management to demonstrate initiative and responsibility when employed in national, local, and provincial government departments/authorities, as well as with consulting construction and civil contractors, financiers, property developers, and project managers, or opportunities of being self-employed. | INTERNATIONAL COMPARABILITY |
| There is close comparability between the South African qualification and most other qualifications offered in the Commonwealth countries in terms of specialisation content. The universities in Europe, Australia, Singapore/US (Emeritus Institute of Management (Singapore) and Columbia University Engineering Executive Education (United States of America) and Makerere University in Uganda are all designed to cover only one area of specialisation such as construction project management, or construction management, or construction law. However, the content is close in terms of specialisation content.
Careful attention was given to the formulation of an appropriate title for the qualification due to the context of the built environment disciplines and professions in South Africa. It is worth noting that most of the qualifications offered in the universities in Europe and Australia in the Commonwealth are titled Construction Management rather than Management of Construction. Construction is generally regarded as the process of constructing a building or infrastructure. The construction process entails the planning, design, financing, and physical execution of the project until it is ready for use. Management comprises the strategic and coordination activities performed to successfully achieve the goals of a project. Construction Management would ordinarily be an appropriate umbrella name for the qualification - at least within the Commonwealth if not in the United States. Internationally, most people in the field refer to construction management to encompass the various activities involved in the management of construction work, and that would ordinarily include construction project management. However, the South African Council for Project and Construction Management Professionals (SACPCMP), which is the statutory Council responsible for professional practice, makes a distinction when it comes to the definition and practice of construction management (CM) and construction projects management (CPM). The SACPCMP defines construction management (CM) as the management of the physical construction process within the built environment and includes the co-ordination, administration, and management of resources. The Construction Manager is the one point of responsibility in the process. The SACPCMP then differentiates the definition of construction project management (CPM) as the management of the physical construction process within the built environment from conception to completion, including management of related professional services. The Construction Project Manager is the one point of responsibility in the process. The scope of the South African qualification would cover both construction management and construction project management as defined by the SACPMP, hence there is a need to have an all-encompassing name such as Management of Construction. This will allow for the specificity of the field of study of the qualification whilst offering the required flexibility for Construction Economics and Management. Furthermore, the world is constantly changing, and it is important to have an inclusive name that does not have the potential to become embroiled in the CM /CPM arguments and generally appeals to the wider community in the CM and CPM space. Therefore, describing the focus of the qualification as Management of Construction rather than Construction Management is more appropriate, inclusive, and responsive, particularly in the South African context. This should broaden the qualification's appeal, give a competitive advantage, and help attract a wider pool of applicants. This qualification has been compared with similar qualifications offered by the following international countries. Countries: United Kingdom. Institution: University of Brighton Qualification: Postgraduate Diploma in Construction Management. Credits: 120 Duration: One-year full-time Entry Requirements: Honours degree; or other degree plus at least two years postgraduate experience in a position of responsibility; or full membership of a relevant chartered professional body. Purpose: The construction industry is complex with many different elements to consider during the life cycle of a project and beyond. The qualification will build knowledge of what is needed to successfully organise and plan complex construction projects. Learn how to diagnose corporate problems and manage a multitude of areas including people, finance, and risk. Understand the significance of processes, technology, and people to the ultimate success of projects in the construction industry Exit Level Outcomes: Upon completion of the qualification, qualifying learners will be able to: Qualification structure: The England qualification consists of the following compulsory modules. Compulsory Modules, 120 Credits: Assessment: Learner will be assessed through a mix of coursework, presentations, and exams. These will assess knowledge and skills and help develop graduate attributes valued by employers including communication and presentation skills; IT and numeracy skills; and teamwork, project, and time management skills. Learners will also build intellectual skills required for problem solving, critical thinking, analysis and evaluation, creativity, and innovation. Coursework consists of essays, reports, surveys, design projects, teamwork, and progress tests. Similarities: Differences: The UB qualification requires an honour's degree or other degree plus at least two years postgraduate experience in a position of responsibility; or full membership of a relevant chartered professional body while the SA qualification requires a bachelor's degree. Country: New Zealand Institution: Massey University Qualification: Postgraduate Diploma in Construction Duration: One year full-time NQF Level: NZQF level 8 Credits: 120 credits Entry Requirements: To enter the Postgraduate Diploma in Construction you will have been awarded or qualified for: the Bachelor of Construction degree. Or Relevant bachelor's degree followed by a relevant Postgraduate Certificate or an equivalent qualification. Purpose/Rationale: There is over $100 billion in construction work (covering both building and infrastructure work) to be done in New Zealand alone over the next 30 years. Demand in many countries beyond New Zealand is even bigger. There is massive work to be done and there is high demand at all levels of work in the construction industry, ranging from construction tradespeople to construction professionals. The qualification is thus designed to address the skills shortage in the construction management field. The qualification will help learners become construction professionals, with relevant knowledge and skills the industry needs. On completion of the qualification, learners will be well equipped to aim for senior positions in the industry after gaining requisite experience. International trends are for employers to reward postgraduate study well, especially in larger enterprises. The skills learners learn are increasingly recognised as setting you apart from other potential employees. Exit Level Outcomes: The qualification will develop learners in the following competencies. Similarities: Country: Uganda Institution: Makerekere University Qualification Title: Postgraduate Diploma in Construction and Project Management Credits: 120 Duration: One-year full time Entry Requirements: To qualify for admission, a candidate must be a holder of a bachelor's degree in a relevant discipline or equivalent, from a recognized university preferably combined with working experience in a relevant field. The relevant disciplines are Construction Management, Civil Engineering, Architecture, Quantity Surveying, Land Economics, and Physical Planning. For other disciplines, the Graduate Studies and Research Committee will decide whether Construction Management forms an integral part to determine whether candidates from such disciplines qualify to be admitted to the PGD (CPM) Programme. Purpose: The specific objectives of the qualification are as follows: Rationale: The need for the qualification arose out of the demand by practicing professionals in the construction industry to upgrade their project management skills and advance their careers. The thrust of the demand being targeted on focused short-time courses that are tailored to the demand-driven needs in practice. The availability of the market for this programme is evidenced by the number of professionals expressing desire for further training to meet the needs of the construction industry in three respects of managing construction projects. Having construction professionals with focused knowledge in construction project management is in conformity with the strategic direction of the institution and the nation. The qualification is intended for learners who need to do graduate level training to become good managers in construction and those who wish to advance their knowledge in construction management. The qualification prepares learners to pursue careers which include graduate civil engineers, architects, construction managers, quantity surveyors, land economists and physical Planners, Defence (Armed) Forces-Engineers Brigade, Police and so on. Qualification structure: Comparability between qualifications: Close comparability with the content of the construction project management specialisation Compulsory Modules: Similar modules to be offered on the HEQSF aligned Postgraduate Diploma in Construction qualification include: Assessment: Coursework consists of Progressive Assessment (Tests and Assignments) assessed at 40%. A minimum of two coursework assignments/tests are required per course. For the Post Graduate Diploma project, written documents (proposals and progress reports) and oral presentations will be marked. The oral presentations will attract 2 Credit points. Post Graduate Diploma Project Learners are required to demonstrate their ability to independently formulate a detailed Project Proposal, as well as develop and demonstrate their Project thoroughly. Articulation: The qualification encourages those who will have successfully obtained a Post Graduate Diploma in Construction Project Management to continue within a period of three years of completing the Diploma and obtain a Master of Science degree in Construction Management. Similarities: Country: Australia Institution: Bond University Qualification Title: Graduate Diploma in Construction Practice Duration: Two semesters- one-year full time Delivery Mode: On Campus and Remote Due to current travel restrictions, this program will temporarily be delivered using a mixture of on-campus, remote and multi-modal classes to support and engage all learners, from all parts of the world. Purpose: The BU qualification provide training to learners from varied backgrounds how to manage building projects from physical execution to financial analysis and funding. Upon completion of the Graduate Diploma, learners may choose to complete an additional four subjects to gain a master's qualification. The qualification will provide you with access to a wide range of career pathways in the construction industry. Opportunities include building and construction management, contract administration, site management, facilities management, building services, quantity surveying, property development, project management, cost management and general management. The skill sets obtained in this degree may also be applied to related sectors such as civil engineering and mining. Graduates will be equipped with a comprehensive knowledge of sustainable development and will be able to seek work anywhere in Australia or around the world. Construction is a fast-paced and evolving industry, with sustainability a prominent concern for both the private and government sectors. The Graduate Diploma in Construction Practice equips learners with the highly sought-after skills needed to apply innovative and adaptable solutions within complex environments. Qualification structure: The BU qualification consists of the following compulsory and elective modules: Compulsory Modules, 50 Credits: Elective II Modules, 50 Credits (Select five modules from the following options): Elective II Modules, 20 Credits (Select two modules from the following options): Intensive mode delivery: Intensive mode delivery is a compact and time-efficient way to complete a postgraduate qualification with minimal impact on professional and personal lifestyles. Each subject is delivered over two weekends during the semester. There are two sets of three-day sessions per subject, scheduled Thursday to Saturday (approximately six to eight contact hours per day) with a break of four or five weeks between session one and session two of each subject. International learners are required to be on campus every week Assessment: Participants will receive 40 hours of combined lectures, discussion groups, case studies and workshops during contact hours.
