PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The primary purpose of the Master of Maritime Studies is to educate and train researchers who can contribute to the development of knowledge at an advanced level. Qualifying learners must be able to reflect critically on theory and its application. Learners must be able to deal with complex issues both systematically and creatively, design and critically appraise research, make sound judgements using data and information at their disposal and communicate their conclusions clearly to specialist and non-specialist audiences, demonstrate self-direction and originality in tackling and solving problems, act autonomously in planning and implementing tasks with a theoretical underpinning and continue to advance their knowledge, understanding and skills in the broad and multi-layered domain of Maritime Studies.

Upon completion of the qualification, qualifying learners will be able to:
  • Design and implement aspects of research methods associated with a chosen topic and project.
  • Effectively operate and interpret data from analytical methods.
  • Apply the theoretical principles of the various branches of Maritime Studies and associated fields.
  • Communicate with their peers and the broader community about their areas of expertise related to the Maritime Studies project.
  • Adapt to the various demands within the Maritime Cluster.

    Rationale:
    South Africa has approximately 3000 km worth of coastline, with eight commercials seaports (Richards Bay, Durban, East London, Ngqura, Port Elizabeth, Mossel Bay, Cape Town and Saldanha), which complement one another's contributions to moving trade into and out of the country. The port of Durban is South Africa's leading multi-cargo port and is counted among the busiest ports in Africa. The port handles the majority of South Africa's container trade. It occupies a focal point of 60% of South Africa's imports and exports. It plays a key role as an employer of people in the city. In 2018 the employee headcount was 8576 according to Transnet National Port Authority (TNPA) statistics.

    When it comes to South Africa's Ocean economy growth in a wider context, Operation Phakisa is an unavoidable political concept and a crucial project launched five years ago. Operations Phakisa means "hurry up" in the Sesotho language and it implies a coordinated Oceans Economy skills development and capacity-building plan in marine transport and manufacturing, aquaculture, offshore oil and gas, marine protection, and governance. The Oceans Economy has the potential to contribute up to R177 billion to South Africa's GDP by 2033 and create over one million jobs. This project undoubtedly needs highly educated and skilful people in maritime science, industry, and business. The proposed Master of Maritime Studies program can undoubtedly support this project.

    It is important to point out that we are currently living in a growing society in terms of population. This growth is inevitably connected with complexity rising at all social levels and in all social spheres. In order to deal with more complex problems, we need highly educated and skilful people. The Master of Maritime Studies program strives toward achieving this goal. The program is designed with the intention to meet learners' career aspirations and employment requirements at international and national levels.

    The qualification is aimed at enhancing the knowledge and skills of specialists employed in the Maritime Ecosystem, including government representatives, researchers, educators, trainers, agents, supercargo services providers, charterers and brokers, class, flag and cargo surveyors, managers in shipping companies, tug-masters, marine pilots, chief vessel traffic controllers, dredging managers, clearing and forwarding senior agents, port and terminal managers, warehousing managers, logisticians, managers in forwarding companies, specialists in the offshore industry, specialists in maritime electronic, digitalisation and automation.
    The Maritime labour market seeks highly qualified learners with strong research capacities in the 4th Industrial Revolution realm, including autonomous systems and the merging of the real (physical) and virtual (digital) world in a very sophisticated manner, which implies highly qualified people with strong capacity of contemporary upgrading their knowledge and skills. This qualification must make maritime specialists capable of preparing themselves for the jobs of the future for those that do not even exist today in the global maritime ecosystem. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Recognition of Prior Learning (RPL):
    The institution has an approved Recognition of Prior Learning (RPL) policy which is applicable with equivalent qualifications for admission into the qualification. RPL will be applied to accommodate applicants who qualify. RPL thus provides alternative access and admission to qualifications, as well as advancement within qualifications. RPL may be applied for access, credits from modules and credits for or towards the qualification.

    RPL for access:
  • Learners who do not meet the minimum entrance requirements or the required qualification that is at the same NQF level as the qualification required for admission may be considered for admission through RPL.
  • To be considered for admission in the qualification based on RPL, applicants should provide evidence in the form of a portfolio that demonstrates that they have acquired the relevant knowledge, skills, and competencies through formal, non-formal and/or informal learning to cope with the qualification expectations should they be allowed entrance into the qualification.

    QUALIFICATION RULES 
    This qualification consists of the following compulsory modules at National Qualifications Framework Level 9 totalling 180 Credits.

    Compulsory Modules, Level 9, 180 Credits:
  • Dissertation, 180 Credits.

    1. Undertake independent research underpinned by advanced economic and/or legal concepts and principles, to write a dissertation which reflects advanced research skills, independent thinking, critical analysis, and advanced insight.

    INTEGRATED ASSESSMENT
    Assessment practices, both in the theoretical and practical aspects of Maritime Studies, will be open, transparent, fair, valid, and reliable and ensure that no learner is disadvantaged. An integrated approach to assessment will therefore be incorporated into the qualification.

    Formative and summative assessment
    The institution's assessment policy states that the assessments will be systematic, regular, and formative in nature.
    Formative Assessments will be used to support the learner developmentally and to feedback on the teaching, learning and individual research processes. This links the relationship between assessment, learning and research and ensures that assessment informs and strengthens both the learning and research processes.

    Integrated Assessments will be used to combine the assessment of a variety of different skills at the same time; assessing several outcomes together; assessing several assessment criteria together; using a combination of assessment methods and instruments.

    Summative Assessments will be used to make a judgement about achievement and to provide "snapshot" information about a learner's level of competence at a given time.
    The internal and external examination will ensure that learners are assessed in a consistent and accurate manner. It ensures that the dissertation is at the appropriate level and is making similar and consistent judgments about learners' performance.

    The University of New England (UNE) is open to learners with a bachelor's degree in a relevant subject (e.g., earth sciences, biology, physics, chemistry, physical geography, civil or environmental engineering, and applied mathematics).

    Purpose/Rationale:
    The purpose of the UNE and the South African (SA) qualifications is to prepare outstanding graduate students for careers or further training in science, technology, and education by providing an advanced knowledge base and research skills in the marine sciences.

    The UNE and SA qualifications will enable learners to gain a broad understanding of marine systems but also specialize in the physical, chemical, biological, and geological processes taking place in seas and oceans. Learners will investigate how seas and oceans functioned in the past, are functioning at present and will function in the future.

    Learners will explore issues such as energy and climate change, mining, pollution, the flow of traffic at sea, fisheries policies, and coastal defenses. Examining the consequences of these themes such as the fact that the disappearance of the Arctic's summer ice cap will allow drilling for oil and gas requires a multidisciplinary approach.

    On completion of the UNE and SA qualifications, graduates will be able to:
  • Explore a wide range of marine disciplines and integrate theoretical, experimental, and practical sciences.
  • Examine how seas and oceans have functioned in the past, are functioning at present, and will function in the future.
  • Explore how marine systems change due to human intervention, crucial for risk assessments.
  • Develop business opportunities related to the transition towards sustainable oceans.
  • Analyse how ocean law and policy govern academic and societal marine issues.

    Marine Sciences graduates will be able to work in a highly specialized research field. Learners will also be equipped with a complete set of skills to work in diverse positions in organizations focusing on marine processes in the public or private sectors.     The objectives of the University of Wollongong (UW) and the South African (SA) qualifications are to:
  • Support and promote research in maritime studies and related environmental, axiological, policy and management studies.
  • Equip the learners with a higher level of thinking leading to an understanding of ocean dynamics and maritime history, literature, policy, and management.
  • Enable learners to analyse, evaluate and model the complex interactions between coastal and maritime environments, maritime activities, and management.
  • Produce human capacity for maritime management as well as the creation of the information and knowledge-based evidence required for managing and protecting the marine environment.

    Upon completion of both UW and SA qualifications, graduates will be able to:

    Qualification Structure:
    Learners will be required to complete a 48-credit point thesis [CMP950 Major Thesis in Maritime Studies], plus 24 credit points of coursework prior to completion of the thesis. Some learners may be exempt from all or part of the coursework requirement depending on their research/academic and/or professional experience.

    The 24 credit points of coursework comprise:
  • Research Project in Maritime Studies.

    Similarities:
  • The aim of both the UW and the SA qualifications is to train world-class researchers that are capable of conceiving and executing rigorous scientific studies and communicating the results and implications of those studies to the scientific community and beyond.
  • Both qualifications are pure research degrees with a Specialisation in Maritime Studies.

    Differences:
  • The UW qualification is offered over a period of one and a half years of full-time study whereas the SA takes one-year full-time to complete
  • The SA qualification carries a weighting of 180 credits while the UW qualification carries a weight of 48 credit points.
  • The UW qualification requires applicants who hold an undergraduate degree whereas the SA qualification requires applicants who hold an Honour's Degree in Maritime Studies or related qualifications.
  • The UW consists of a coursework option while the SA qualification has no coursework option.

    Conclusion:
    It must be noted that international Maritime Master Studies have a duration of one year, and they are predominantly research-based. The above-mentioned qualifications were evaluated, and best practices were adopted and contextualised for the South African qualification.
