PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:
The purpose of this part-qualification is to prepare a learner to function as a Sport Talent Scout.

A Sport Talent Scout searches, profiles, develops and places athletes into professional sporting pathways. The typical graduate attributes will include amongst others, persuasion, coaching, communication and decision making.

A qualified learner will be able to:
  • Plan and prepare for sport talent scouting.
  • Coordinate and manage scouting activities.

    Rationale:
    Sport and its associated industries of recreation and fitness have entered a period of rapid growth. The Skills Audit conducted by the Tourism, Hospitality and Sport Sector Education and Training Authority in 2007, highlights the need for capacity building in sport to promote competence in managing sport organisations, tournaments and events, sport teams and sport facilities.

    The 4th Industrial Revolution requires adaptation in methods and approaches to sport management and administration. The qualification will update the current skills gap with positive impact on the management of sport organisations and sport teams as well as the growth of sport at all levels in South Africa.

    Various professional bodies and sporting association participated in the development of the qualification. They also assisted in drawing the interest of both the player associations and oversight bodies.

    Competence in all the areas of sport is becoming increasingly specialised as well as professional. South Africa is being provided with increased opportunities to host sport events at an international level and this qualification will provide professionals to work at the dynamic level required of international sport events.

    These events integrate SA in the global cultural and sporting world and also create work opportunities for young people. The role of sport in South Africa continues to grow in social and economic importance particularly in terms of integrating healthy lifestyles in the workplace and communities.

    Managerial competencies are acquired in a variety of contexts, ranging from private fitness facilities and sport clubs to local government initiatives in sport and recreation and on to the marketing and promotional world of sport sponsorships, media, athlete representation as well as sport tourism. Increased pressure to deliver efficient and effective management of sport entities, athletes, facilities and events comes from participants and federations.

    The competencies that will be acquired from this qualification can be applied to areas such as, sport team management, sport event management, sport tournament management, sport facility management, fitness facility management, sport sponsorship management, financial management in the sport environment, sport project management, sport organisation management and volunteer management. Learning pathways start with the attainment of part-qualification and accumulation of credits towards the attainment of this full qualification, and other relevant qualifications articulated to vertically.

    ASSOCIATED ASSESSMENT CRITERIA 
    Associated Assessment Criteria for Exit Level Outcome 1:
    ELO 1: Gather and interpret information to determine the requirements to scout for talented athletes for professional sport.
  • Select tools and equipment for talent scouting appropriate for the type of sport athlete participate in.
  • Collect information about the social background of the player to determine the role of different influences in the player's athlete life.
  • Collect the information about the player attributes to assess the temperament interventions necessary to improve performance.
  • Collect information about tournament, competitions, fixtures and matches to profile the games relevant scout play.

    Associated Assessment Criteria for Exit Level Outcome 2:
    ELO 2: Apply techniques and procedures identify and develop a talented athlete for growth and complete professional sport person.
  • Compare assessment conducted on the player to other sources of information to validate collected information and own sources.
  • Rank selected players based on their individual performance and preference.
  • Conduct tactical assessment of the player to determine the player position in the game.
  • Determine player mobility across different levels of the game as a base of the assessment results.
  • Discuss athlete personal growth in relation to education, financial management and future career options.

    IntegratedAssessment
    Integrated Formative Assessment
    The skills development provider will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria.

    This formative assessment together with work experience leads to entrance into the integrated external summative assessment.

    Integrated Summative Assessment
    An external integrated summative assessment, conducted through the relevant QCTO Assessment Quality Partner is required for the issuing of this qualification. The external integrated summative assessment will focus on the exit level outcomes and associated assessment criteria.
    The assessment will be conducted through written assessment and the evaluation of practical tasks at decentralised approved assessment sites by a panel of assessors evaluated by assessor(s) registered with the AQP. 

  • INTERNATIONAL COMPARABILITY 
    An international comparability exercise was undertaken to compare the Occupational Certificate: Sport Talent Scout with related qualifications from specific countries in terms of their scope, levels and curriculum content. The purpose of this exercise is to compare the qualification against existing and comparable practice internationally. The exercise was conducted with two countries which are the United States of America (USA) and United Kingdom (UK).

    United States of America (USA)
    The NFLPA offers variety of sport code specific scouting certification. The agency offers, for example a national Professional Football Agent Certification Prep Qualification. The qualification is intended to enable the agents to prepare for the NFLPA exit examination qualifying them as agents or Player Scout. The qualification can be taken online. Amongst the topics covered the qualification provides for:

  • Minimum Salary Benefit Contracts.
  • Rookie Contracts & The Rookie Pool.
  • Veteran Renegotiations.

  • Substance Abuse & Performance Enhancing Drugs Policies.
  • Injury & Non-Injury Grievances.

    United Kingdom (UK)
    The Professional Football Scout Association, a leading provider of Talent Identification and Opposition Analysis offers both online and in-person for football talent scout across the UK.

    This Level 1 qualification offers 11 modules covering the following topics:
  • Introducing Talent Identification.
  • Understanding the EPP.
  • Talent Identification Predicators.
  • Football Scouts and Player Reports.
  • Talent ID Predictors in a Goalkeeper and the Relative Age Effects.
  • Anthropological Predictors.
  • Technical Skill Predictors.
  • Psychological and Sociological Predictors.
  • Limitations and Importance of Talent Identification.

    Conclusion:
    International comparison with the qualifications from the USA and UK is limited to specific code, which is football. The specific South African part-qualification is generic but allows workplace to define the specific sport code of choice for the incumbent learner. The modules are generally comparable despite the limitation imposed by the sporting code approach used in the USA and UK. The focus in the USA is more on the player wellbeing covered in the qualification as opposed to actual talent scouting.

    Qualifying for External Assessment:
    To qualify for an external assessment, learners must provide proof of completion of all required modules by means of a statement of results and statement of work experience as well as proof of successful completion of the subjects and modules or alternative programmes where applicable.
