| PURPOSE AND RATIONALE OF THE QUALIFICATION |
| Purpose:
The purpose of this to qualification is to prepare a learner to operate as a Vehicle Body Builder. A Vehicle Body Builder manufactures and repairs prototype production units and purpose-built vehicle bodies such as buses, trucks, and trailers. A qualified learner will be able to: Rationale: There is a critical need in the industry for skilled persons who are able to conduct the essential operations associated with efficient and safe manufacturing and assembling of vehicle's framework, fitting the components and parts used to cover the vehicle body, installing mechanised equipment and vehicle suspension systems, to various types of vehicle chassis, applying the finishing to a vehicle body, build chassis and vehicles bodies and repair and altering chassis and vehicle bodies. The qualifying learner will be more employable within the Vehicle Bodybuilder sector and will and will benefit society by contributing to the economy of the Vehicle Body Building Industry and the country. This industry is vital to the existence, performance, and growth of the South African economy. A healthy economy is in turn vital in terms of the development and upliftment of the country, its infrastructure, and its entire people. Vehicle manufacturing companies invest considerable sums of money in plant, equipment, processes, raw materials, other resources, and staff thus increasing employment in the sector. These investments can only be justified if the plants and equipment operate to the optimum capacity and efficiency. This achieved by having an effective, well trained, and qualified workforce to ensure they run at optimum capacity. The effective manufacturing and repair of vehicle bodies is thus of utmost importance. |

| Recognition of Prior Learning (RPL):
RPL for Access to Training: Learners may use the RPL process to gain access to training opportunities for a programme of learning, qualification, part-qualification, or skills programme if they do not meet the formal, minimum entry requirements for admission. RPL assessment provides an alternative access route into a programme of learning, qualification, part-qualification, or skills programme. Such an RPL assessment may be developed, moderated, and conducted by the accredited Skills Development Provider which offers that specific qualification/part qualification/skills programme. Such an assessment must ensure that the learner is able to display the equivalent level of competencies required for access, based on the NQF level descriptors. For exemption from modules through RPL, learners who have gained the stipulated competencies of the modules of a programme of learning, qualification, part-qualification, or skills programme through any means of formal, informal or non-formal learning and/or work experience, may be awarded credits towards relevant modules, and gaps identified for training, which is then concluded. RPL for Access to the External Integrated Summative Assessment (EISA): Learners who have gained the stipulated competencies of the modules of a programme of learning, qualification, part-qualification, or skills programme through any means of formal, informal or non-formal learning and/or work experience, may be awarded credits towards relevant modules, and gaps identified for training, which is then concluded. A valid Statement of Results is required for admission to the EISA in which confirmation of achievement is provided that all internal assessment criteria for all modules in the related curriculum document have been achieved. For a Skills Programme, the accredited Skills Development Provider (SDP) must ensure all modular competency requirements are met prior to the FISA and keep record of such evidence. Upon successful completion of the EISA/FISA, RPL learners will be issued with the QCTO certificate for the qualification, part-qualification or skills programme. Quality Partners are responsible for ensuring the RPL mechanism and process for qualifications and part-qualification is approved by the QCTO. | 1. Prepare a safe working environment, use hand, and power tools relevant to vehicle building.
2. Demonstrate the ability to interpret technical drawings. 3. Demonstrate the ability to mark-off materials, cut metal, bend metal, weld metal components, assemble, align, and join metal components and sub-components. 4. Apply operational requirements to fit components and parts including all auto-electric and auto-electronic components. 5. Show operational requirements used to remove and install mechanical components including hydraulic components. 6. Apply techniques used to maintain and repair vehicle body. 7. Demonstrate procedures and techniques used maintain and repair chassis. |

| Associated Assessment Criteria for Exit Level Outcome 1:
Associated Assessment Criteria for Exit Level Outcome 2: Associated Assessment Criteria for Exit Level Outcome 3: Associated Assessment Criteria for Exit Level Outcome 4: Associated Assessment Criteria for Exit Level Outcome 5: Associated Assessment Criteria for Exit Level Outcome 6: Associated Assessment Criteria for Exit Level Outcome 7: Integrated Assessment: Integrated Formative Assessment The Skills Development Providers will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated External Summative Assessment. Integrated Summative Assessment An External Integrated Summative Assessment, conducted through the relevant QCTO Assessment Quality Partner is required to issue this qualification. The External Integrated Summative Assessment will focus on the Exit Level Outcomes and Associated Assessment Criteria. Additional to the written assessment the learner must also submit a portfolio of evidence compiled of outcomes achieved in the workplace. |

United Kingdom In the United Kingdom 4 Qualifications were found that form the 2 apprenticeship frameworks for: Metal Fabricator EPA (9345) and the Automotive Maintenance and Repair Intermediate Apprenticeship. Qualification 1 Title: Level 2 NVQ Diploma in Fabrication and Welding Engineering - Manual Welding, Credits. Institution offering the qualification: City & Guilds. Duration: To achieve the Level 2 NVQ Diploma in Fabrication and Welding Engineering - Manual Welding, learners must achieve 15 credits from the mandatory units and a minimum of 44 credits from the optional units available. Entry requirements: Learners must be 16 years and older. Modules: Mandatory Optional Qualification 2 Title: Level 3 NVQ Extended Diploma in Fabrication and Welding Engineering - Manual Welding. Institution offering the qualification: City & Guilds. Duration: The minimum credit required to achieve this qualification is 212 credits. To achieve the Level 3 NVQ Diploma in Fabrication and Welding Engineering (Manual Welding), learners must achieve 15 credits from the mandatory units (201-202, 303) and must achieve a minimum of 170 credits from any one of the optional units 304-309. Entry requirements: Learners must be 16 years and older. Modules: Mandatory Optional Qualification 3 Title: Level 2 Diploma in Accident Repair MET Principles (4291). Modules: Mandatory generic units: Mandatory specialist units: Similarities The qualifications from the United Kingdom mentioned above have mandatory generic and specialist units or modules that are like the South African Qualification spread across Mandatory generic and specialist units from the United Kingdom Qualification: The assessment is performed in a similar manner with knowledge and practical application assessments. The Vehicle Body Builder Qualification covers all the knowledge of the United Kingdom qualifications but is much broader and will take longer to complete. Differences The UK based qualification spans over a set of 4 Qualifications with varying credit values, whereas the South African Qualification have more credits and the duration. The South African Qualification has a work experience component whereas the UK Qualifications does not. The other difference is that the nomenclature is different to the South African one. The entry requirements of these UK qualifications also differ with the South African one. Australia In Australia 3 Qualifications were found that have similar skills sets and knowledge spread across the South African Qualification. Qualification 1 Title: Certificate II in Automotive Manufacturing Production - Bus, Truck and Trailer Institution offering the qualification: South Metropolitan TAFE accredited by Western Australian Training Accreditation Council (WA TAC). Duration: To achieve this qualification, competency must be demonstrated in 14 units of competency: which include 5 core units and 9 elective units with a credit value of 60 credits or more depending on the electives chosen. Entry requirements: OLNA or NAPLAN 9 Band 8 Or C Grades in Year 10 English and Maths or equivalent. Or Certificate I or Certificate II. Modules: Core Units Elective Units Qualification 2 Title: Certificate III in Automotive Manufacturing Technical Operations - Bus, Truck and Trailer Institution offering the qualification: South Metropolitan TAFE accredited by Western Australian Training Accreditation Council (WA TAC). Duration: To achieve this qualification, competency must be demonstrated in 28 units of competency of which is 11 core units and 17 elective units with a credit value of 140 credits or more depending on the electives chosen. Entry requirements: No licensing, legislative or certification requirements apply to this qualification at the time of publication. Modules: Core Units Elective Units Qualification 3 Title: Certificate III in Automotive Body Repair Technology. Institution offering the qualification: Australian Professional Training Academy Pty Ltd accredited by Australian Skills Quality Authority. Duration: To achieve this qualification over 3 years, competency must be demonstrated in 31 of which 17 is core units and 14 elective units, of which: Training Package or accredited course. Entry requirements: Completion of year 11(Grade 11) or equivalent. English requirements: IELTS 5.5 or TOEFL PB 506, TOEFL IBT 62, PTE Academic 46, CAE & CPE (from 2015) 162. Applicants must be 18 years of age and above. Successful completion of Pre-training review (PTR) LLN Level 3. Modules: Core Units: Specialist Elective Units Group A: Vehicle Body Repair Group B: Vehicle Body Restoration Group C: Heavy Vehicle Body and Chassis Repair General Elective Units Similarities In Australia 3 Qualifications were found that have similar skills sets and knowledge spread across the South African Qualification. Certificates in Australia are achieved through training and assessment. Like the South African qualification, the assessment is done through a training provider and on-the-job observation and other evidence gathering techniques. Candidates provide evidence to prove they have the competence to meet the DEST standards. Assessors test candidates' underpinning knowledge, understanding and work-based performance confirm they can demonstrate competence in the workplace. The total credit value for all 3 Australian Qualifications is 540 credits which is almost the same as the total credits value of the South African Qualification. Differences The Australian based qualifications span over a set of 3 Qualifications with varying credit values. The South African Qualification has a work experience component whereas the Australian Qualifications does not. The entry requirement of these qualifications also differs with the South African one. There other difference is that the nomenclature is not the same as compared to the in the South African one. The following modules are different to the South African qualification: Conclusion: A direct comparison with these international qualifications indicates that the education and training focus of all the qualifications are similar in nature. The international comparability study has shown that although there are minor differences that were noted, it can be concluded that the South African Vehicle Body Builder Qualification compares favourably with qualifications in countries listed above. |
