The Postgraduate Diploma in Public Sector Management qualification is designed to equip mid- to senior-level public sector managers with the skills and knowledge they need to effectively manage public sector organisations.

The qualification is intended to:
  • Provide learners with an understanding of the public sector environment, including its political, social, and economic dimensions.
  • Develop learners' skills in strategic planning, leadership, and decision-making.
  • Enhance learners' understanding of public policy and its implementation.
  • Equip learners with the skills to manage human resources, finances, and information technology in the public sector.
  • Promote ethical and professional standards in public management.

    The qualification will benefit the country and its citizens by helping to ensure that the public sector is managed effectively and efficiently. This will lead to improved public services, greater economic growth, and a more just and equitable society.
    The specific modules in the qualification are designed to provide learners with the knowledge and skills they need to effectively manage public sector organisations.

    The modules include:
  • Public sector strategic and operational management will enable learners to develop and implement strategic plans for public sector organisations.
  • Public sector governance and ethics will enlighten learners on the principles of good governance and ethics in the public sector.
  • Public sector policy management will guide learners on how to develop and implement public policies.
  • Public sector financial and asset management will teach learners how the finances and assets of public sector organisations are managed.
  • Public sector human resource management will prepare learners on how to manage the human resources of public sector organisations.
  • Public sector research methods will enable learners to conduct research in the public sector.

    Rationale:
    The qualification is designed to equip middle to senior-level public sector managers with the skills and knowledge required to effectively manage public sector organisations.

    The envisaged learner intake for the qualification will be persons already employed in the public sector, wishing to improve their knowledge and skills. These learners are typically motivated to enhance their career prospects and to make a greater contribution to the public sector.

    The stakeholders for the qualification include the South African public sector, and the citizens of South Africa who are served by the public sector. The public sector needs qualified and experienced managers who can effectively manage public resources and deliver high-quality services to citizens. Citizens need to be confident that the public sector is managed effectively and that their tax money is being used wisely.

    The qualification will help to meet the needs of both the public sector and citizens by providing mid to senior level managers with the skills and knowledge they need to effectively manage public sector organisations.

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The institution recognises the importance of the Recognition of Prior Learning (RPL) in ensuring that applicants who possess skills and knowledge acquired through life or work experience and non-formal education are catered for. RPL enables such applicants to gain access to or credits for higher education qualifications, based on the comparison of their prior learning and experience against the learning outcomes of the qualification or qualification they wish to enrol for.

    The institution has established an RPL policy and procedure that complies with the national RPL guidelines and standards. The RPL procedure involves the following steps:
  • Applicants who wish to apply for RPL must submit a Portfolio of Evidence (PoE) that demonstrates their prior learning and experience relevant to the qualification or qualification they are applying for. The PoE may include documents such as certificates, transcripts, job descriptions, references, work samples, testimonials, etc.
  • The PoE will be assessed by a panel that will evaluate the applicant's prior learning and experience against the learning outcomes of the qualification or qualification. The panel may also conduct interviews, tests or other forms of assessment to verify the applicant's competence.
  • The panel will make a recommendation on whether to grant access to or credits for the qualification or qualification, based on the evidence provided by the applicant. The panel will also provide feedback to the applicant on their strengths and areas for improvement.
  • The applicant will be informed of the outcome of the RPL assessment and the reasons for the decision. The applicant may appeal the decision if they are not satisfied with it.

    The institution applies the following criteria and principles for RPL:
  • RPL is based on evidence of prior learning and experience, not on time spent or quantity of activities undertaken.
  • RPL is conducted in a fair, valid, reliable and transparent manner, respecting the diversity and integrity of applicants.
  • RPL is aligned with the national norms and standards for higher education qualifications and qualifications registered on the NQF.
  • RPL does not exceed 10% of the learner population of any qualification or qualification offered by RBS.

    Integrated Summative Assessment
    The assessment of the modules in the Postgraduate Diploma in Public Sector Management (PGDIPPSM) consists of formative continuous assessments and a summative examination.

    The final mark is computed as a weighted average of 40% of the formative assessments and 60% of the summative examination.
