| PURPOSE AND RATIONALE OF THE QUALIFICATION |
| Purpose:
This Postgraduate Diploma offers learners the scientific knowledge, insight, required skills and practical experience to formulate and test cosmetic and personal hygiene products. The learners develop the expertise of blending and mixing components to interact effectively in order to produce a final product with very specific desirable properties and functions. The composition of the qualification is multi-faceted and includes important focuses on Chemistry, Biochemistry, Pharmacy, Physics, Microbiology and Physiology. In addition, the learners are able to interpret the effect of regulatory constraints on new cosmetic product development and be able to design and execute a new product development protocol. The purpose of the qualification, therefore, is to provide learners already working within the field of Cosmetic Science with a professional qualification focused on relevant and advanced knowledge, skills and competences in the field of product formulation for application in the cosmetic industry. More specifically, the learners are equipped with professional competence in aspects of product development, as well as the formulation and evaluation thereof, to be applied in different practice settings. Qualifying learners will demonstrate the following attributes and abilities: Rationale: This qualification was instigated by the Department of Trade and Industry (DTI) based on the realisation that the cosmetic industry is in dire need of advanced training. Many role-players in the cosmetic industry have little or no pharmaceutical knowledge or expertise, nor training in the formulation of cosmetic products. The current qualification for Pharmacists (i.e. the B Pharm) no longer includes sufficient training in formulation of cosmetic products, since the curriculum has been adapted from being product-oriented to being patient-oriented. Although the cosmetic industry in South Africa is self-regulatory, legislation to change this status is in the process of being drafted. A further reason for this qualification resides in the need for highly skilled workers well able to deliver products to the export market that comply with the stringent requirements of Europe, the United States of America (USA) and other countries. Over many decades, cosmetic formulations have advanced from being simple creams, lotions and pastes to technologically advanced cosmetic products and therapeutic delivery systems, able to substantiate claims with regard to their effectiveness based on recognised research. Should the Republic of South Africa (RSA) wish to stay competitive in the national and international market for cosmetic product delivery, the industry is bound to honour the correct and ethical formulations of cosmetic products, which may only contain permitted cosmetic ingredients in stipulated concentrations without any claims to medicinal attributes. There is thus a real need for the professional training of individuals who can function in this field of expertise. The need for such high level training is thus obvious, especially for individuals already employed within the cosmetic industry, and also because the formulation of topical products is becoming a scarce skill in this country. Successful completion of the qualification will provide the country with highly skilled professional workers within the field of new product development that has been identified by Government and Industry as an important strategic goal for progress in job creation in this field. |
| LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING |
| Recognition of Prior Learning (RPL):
The North West University (NWU) and the Faculty of Health Sciences subscribe to the principles underlying outcomes-based, source-based and lifelong learning. In this context, considerations of articulation and mobility play an important role. The NWU endorses the view that Recognition of Prior Learning (RPL) constitutes an essential element of the transformation of access and admissions policies at education institutions in South Africa. The transformation of access and admissions policies is intended to increase participation and to broaden access to higher education in order to produce graduates with the skills and competencies necessary to meet the human resource needs of the country. The University acknowledge that the Recognition of Prior Learning must be conducted in a valid, reliable and equitable way and that it must take place in accordance with the terms of the University's policy on the recognition of prior learning and in accordance with the relevant procedures laid down by the Faculty. Applicants also need to submit a formal motivational letter for allowing them entry to the Postgraduate Diploma in Cosmetic Product Formulation if they do not adhere to the minimum admission requirements. All RPL candidates will be called upon to engage in a formal interview with the Qualification Manager. It should be noted that only 10% of all successful candidates can enter a qualification via the RPL route. | EXIT LEVEL OUTCOMES |
| 1. Demonstrate integrated and advanced knowledge of and the ability to select, evaluate and apply the basic scientific principles relevant to the field of cosmetic science.
2. Demonstrate integrated and advanced knowledge of cosmetic-relevant raw material classifications, their respective mechanisms of action and possible incompatibilities with a view to compiling formulations and/or products. 3. Demonstrate integrated knowledge of the various processes used during the development, manufacturing and distribution of cosmetic products that may influence the stability, quality and function of the end-product with a view to selecting suitable manufacturing and packaging options, and to advise on appropriate storing conditions in practical settings. 4. Demonstrate the ability to analyse, evaluate critically, and interpret new product briefs in order to communicate and advise best formulation and/or delivery systems. 5. Demonstrate the ability to interpret and apply cosmetic regulations critically within the context of the ethical implications applicable to product development, clinical efficacy testing, product testing, and methods of evaluation. 6. Demonstrate advanced knowledge and understanding of the cosmetic product development process with a view to successfully implementing the process of formulation, manufacturing and clinical testing and then preparing a product dossier of the formulated cosmetic product. 7. Demonstrate the ability to function as a member of a team and take responsibility for own work during product development and the clinical testing phase. |

All assessment instruments for the modules of this qualification will be appropriate, valid and reliable in measuring the stated qualification and module outcomes. All assessments will be constructively aligned to the competency requirements of the relevant NQF Level descriptor, in this case NQF Level 8. Opportunities for both formative and summative assessments are imbedded in the aligned teaching and learning design of the curriculum of this qualification. Throughout teaching-learning activities learners'' knowledge, practical skills, problem solving skills, attitudes and professional ethical behaviour will be integrative monitored and assessed. Formative assessment will include practical and written assignments, tests, discussions, presentations, small group assignments, and peer group evaluation. Learners will be assessed on the application of learnt skills in order to assure that theory evolves into effective practice. To ensure that the main outcomes and key purpose of the qualification are realised, a practical formulation project, which will result in a formulated product including a product dossier, will holistically assess the mastery of all the qualification outcomes. |
| INTERNATIONAL COMPARABILITY |
| This Postgraduate Diploma in the formulation of cosmetic products is comparable to similar Cosmetic Science qualifications worldwide with regard to outcomes, credits, level of difficulty, notional hours as well as career opportunities. The following international institutions offer graduate qualifications in Cosmetic Science that can be used for international comparability purposes.
The Cosmetic Science Co-op Program (CSPC) is a full year, three semester, laboratory based qualification offered by Seneca College in Canada. This qualification combines the art, science and business elements used in the development of cosmetic products. As the only Cosmetic Science graduate certificate qualification in Ontario, it focuses on product formulation and cosmetic production while emphasizing the industry's evolving regulatory environment. Learners may obtain an industry specific four month co-op work term after completion of their first academic semester. The qualification emphasises formulation chemistry concepts and strategies from raw materials to finished products. The product development process, global regulations/challenges, sales and marketing, biological systems and claims substantiation as well as sensory evaluation are key topics within the qualification. Apart from the purpose that compares well with this qualification, the entry requirements also compare to this qualification. Learners need a Degree, or a three-year college Diploma, or equivalent in Biochemistry, Pharmacy, Chemistry, Biotechnology, Chemical Engineering, Pharmaceutical Manufacturing, or a related field. The Institute of Personal Care Science (Australia): The institute offers diplomas through Distance Education, so that learners can study to improve their career opportunities at a time and place that suits them; with the support of industry professionals assisting learners. Learners are exposed to cosmetic products and personal care development, promotion and formulation. Industry approved training for the cosmetic formulators, marketers and a personal care professional is available. Conclusion: This qualification compares favourably with the two selected international qualifications in terms of the purpose, content and the outcomes thereby ensuring compliance with international best practice. |
