PURPOSE OF THE UNIT STANDARD 
The purpose of the learning credited in this unit standard is to ensure that learners are able to safely provide commuter services by road. Learners are required to ensure commuter safety and comfort, adhere to scheduled times and service quality specifications, and collect revenue for services. Improved commuter services, commuter safety and commuter comfort lead to improved customer service and profitability, decreased human and economic costs due to injury and damage, and improved professional image of the transport sector.

Credited learners are capable of:
  • Preparing equipment and documentation according to specified procedures.
  • Collecting payments and issuing passenger tickets according to specified procedures.
  • Adhering to service contractual specifications as specified.
  • Providing operational information that meet specified requirements. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners have already attained the competencies of Mathematic literacy at NQF Level 2, and Communication and language at NQF Level 2. The learner is also assumed to be competent at driving a rigid vehicle, obtaining and communicating transport operational information, and fostering and maintaining customer relations.

    The typical scope of this unit standard includes:
  • Controlled office or workshop environments, transport depots, open yard areas, mobile vehicles and/or customer premises.

    Prepare equipment and documentation according to specified procedures. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Documentation required for the trip or shift is completed according to organisational requirements. 
    ASSESSMENT CRITERION RANGE 
    Documentation includes shift allocation, signing on sheets, waybills, duty cards, log books, tickets, fare books, driving licences and professional driving permits, accident-, incident- and inspection reports, fuel- and service orders, etc.
     

    ASSESSMENT CRITERION 2 
    Equipment is verified, installed or tested according to organisational requirements. 
    ASSESSMENT CRITERION RANGE 
    Equipment includes but is not limited to ticket machines, nippers, fire extinguishers, warning triangles, and communication instruments.
     

    ASSESSMENT CRITERION 3 
    Equipment affecting passengers is inspected for safety and comfort according to organisational specifications. 
    ASSESSMENT CRITERION RANGE 
    Equipment includes the passenger door and -bell, steps, handrails, seats, luggage shelves, windows and ventilation.
     

    ASSESSMENT CRITERION 4 
    Availbility and functionality of appropriate securing and/or loading equipment and personal protective equipment is verified according to given procedures. 

    SPECIFIC OUTCOME 2 
    Collect payments and issue passenger tickets according to specified procedures.

    ASSESSMENT CRITERION 1 
    Correct fares are collected and correct tickets issued according to organisational fare structure. 

    ASSESSMENT CRITERION 2 
    Pre-paid tickets are validated without error on applicable route, time of day and type of passenger. 

    ASSESSMENT CRITERION 3 
    Correct change is returned with cash tickets to the satisfaction of all passengers. 

    ASSESSMENT CRITERION 4 
    The effect of over- or undercharging customers, or giving short change to customers is described in terms of the effects of these actions on continued customer support and reputation or image of the organisation.

    Adhere to service contractual specifications as specified.

    ASSESSMENT CRITERION 1 
    The implications of providing a commuter service within the contract/tendering system are described in terms customer satisfaction, organisation image, repeat business and profitably. 

    ASSESSMENT CRITERION 2 
    The cost and customer satisfaction implications of penalties payable due to deviations from contractual service specifications are described in terms of own actions to avoid penalties on service contracts. 
    ASSESSMENT CRITERION RANGE 
    Penalties with prescribed costs to include late or early departures, overloading, non-operation of trips or shifts, vehicle cleanliness, defects and breakdowns, destination scrolls.

    Provide operational information that meets specified requirements.

    ASSESSMENT CRITERION 1 
    All information on documentation is completed, accurately, comprehensively and legibly. 
    ASSESSMENT CRITERION RANGE 
    Waybills, ticket machine documentation, cash to ticket sales reconciliation, trip deviations and unusual occurrences report.
     

    ASSESSMENT CRITERION 2 
    Information is submitted on time and in accordance with organisational policies.

    Information affecting the service is communicated according to organisational requirements. 
    ASSESSMENT CRITERION RANGE 
    Excessive passenger demand, route deviations and delays, breakdowns, vehicle defects and accidents.

    Operational information on documentation is completed, accurately, comprehensively and legibly.

    Incident reports, accident reports, inspection reports, trip journal, tachograph and other monitoring devices.
     


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Assessment of learner achievements takes place at providers accredited by the relevant ETQA (RSA, 1998b) for the provision of programs that result in the outcomes specified for this unit standard.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider with the relevant ETQA.
  • The relevant ETQA according to the moderation guidelines and the agreed > ETQA procedures will oversee moderation of assessment and is responsible for moderation of learner achievements of learners who meet the requirements of this unit standard.

    This unit standard replaces unit standard 10956, "Provide commuter services", Level 3, 8 credits.

    Notes to assessors:

    Assessors should keep the following principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the unit standard title to ensure assessment is integrated rather than fragmented. Remember that the person must be declared competent in terms of the overall unit standard outcome. Where assessment at unit standard title level is unmanageable, focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the learner is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the learner can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.
