PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful for learners working within a Ward Committee or Local Government structure, where the acquisition of competence against this standard will add value to one's job. The achievement of the unit standard's outcomes will also add value to individuals who are seeking to develop a career pathway in local government and administration.

The qualifying learner is capable of:

    Criteria for successful lasting participation models are identified and explained in the context of ward committee functioning.

    Causes of failure of institutional models are identified and discussed with examples.

    Preconditions of ward committee system are identified and applied in overall functioning of ward committee in order to achieve objectives.
