PURPOSE OF THE UNIT STANDARD 
This unit standard will enable disaster risk management practitioners and related role-players to improve professionalism and enhance the quality and effectiveness of services by being able to facilitate, guide and advise the process of adopting integrated disaster risk management policies and systems.

A person credited with this unit standard is able to:
  • Prepare for and facilitate the development and adoption of integrated disaster risk management policies and systems.
  • Guide the implementation of integrated disaster risk management policies and systems utilising the theory of disaster risk management.
  • Advise on the process of adopting integrated disaster risk management policies and systems.

    This unit standard will contribute to the development of the learner within the context of the disaster risk management discipline. Learners who have achieved this unit standard will increase their opportunities for further development and employability within the disaster risk management environment.

    Disaster risk management practices are analysed and reviewed against national and international best practices to promote the process of integrated disaster policy-making.

    The application of theoretical principles of disaster risk reduction is critically examined to determine its impact on integrated disaster policies and system.

    Guide the implementation of integrated disaster risk management policies and systems utilising the theory of disaster risk management.

    ASSESSMENT CRITERION 1 
    The theory of disasters and disaster philosophy are critically reviewed to determine their contribution to integrated arrangements for disaster risk management policies and system. 
    ASSESSMENT CRITERION RANGE 
    Theory of disasters and disaster philosophy include but are not limited to vulnerabilities, nature, and characteristics.
     

    ASSESSMENT CRITERION 2 
    Integrated institutional capacity for disaster risk management is planned in accordance with guidelines/framework for integrated disaster risk management policies and system. 

    ASSESSMENT CRITERION 3 
    Arrangements for stakeholder participation and engagement are critically examined to reflect its influence on integrated disaster risk management planning and operations. 

    ASSESSMENT CRITERION 4 
    The roles and responsibilities of key disaster management stakeholders are critically analysed to give effect to integrated disaster risk management policies and system. 

    ASSESSMENT CRITERION 5 
    The different theoretical models of disaster and disaster management are evaluated to determine its impact on integrated disaster risk management practice/policies and system.

    The increase in disaster events, both nationally and internationally, is critically evaluated to highlight its effect on people, property and the environment; to promote the concept of integrated disaster risk management practice.

    Future scenarios for disaster events are critically analysed to inform and improve current and future disaster management policies and system. 

    ASSESSMENT CRITERION 3 
    Technical advice in disaster risk management planning and operations is evaluated and used to provide direction to adopting integrated disaster risk management policies and system. 

    ASSESSMENT CRITERION 4 
    The process of national, regional and international co-operation is analysed to illustrate its impact on integrated disaster risk management practice. 

    ASSESSMENT CRITERION 5 
    The unique approach to disaster risks in Africa is researched and critically assessed to demonstrate its possible influence on the evolution of disaster theory and practice.

    In-depth disaster risk management knowledge is utilised to advise on the process and implementation of integrated disaster risk management policies and systems.

  • This unit standard will be assessed by an assessor and moderated by a moderator registered with the relevant accredited ETQA.

    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes. Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • At this level some errors are to be expected. Assessors must use professional judgement in evaluating competence.
  • Make sure evidence is gathered across the range as expressed under the title. Specific range statements under individual outcomes or assessment criteria are illustrations, from which learning programme developers can select. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again.
  • All assessments should be conducted in line with the following well-documented principles: assessment should be appropriate, fair, manageable, integrated into work or learning, valid, and consistent. Evidence should be authentic, sufficient, and current.
