PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are, or who seek to be employed as the manager of a local economic development unit.

It provides the learner with an opportunity to apply their knowledge of local economic development programmes, their stakeholders, role players and operating processes, and through their facilitation skills, to secure effective and efficient implementation.

People credited with this Unit Standard are able to:
  • Compile a list of and describe the various relevant stakeholders and role players in a local economic development programme.
  • Select and apply a range of appropriate negotiation techniques and methods.
  • Assess own application of negotiation techniques and methods and draw up a plan of action for self development.
  • Evaluate the negotiation process and make recommendations for facilitating negotiations in future. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in Communication at NQF Level 4.

    2. The key role players of a specified local economic development programme are identified through a stakeholder analysis process and described in terms of characteristics that influence the process for achieving success in negotiations.

    3. The various relationships between stakeholders and role players are mapped out to guide the planning and preparation for negotiation. 

    SPECIFIC OUTCOME 2 
    Select and apply a range of appropriate negotiation techniques and methods.

    1. Various negotiation techniques and methods are identified in terms of their general advantages and disadvantages.

    2. The most relevant negotiation techniques and methods are selected on the basis of their potential contribution to achieving a specified local economic development programme.

    3. The selected approach is implemented and progress is monitored and reviewed on the basis of the strategic plan and the on-going successful implementation of a specified local economic development programme.

    1. Own initial understanding of stakeholders and role players is checked against observed behaviour during negotiations.

    2. Decisions in terms of negotiation methods and techniques selected are re-considered in the light of their relative success. 

    ASSESSMENT CRITERION 3 
    3. Feedback on own behaviour in facilitating negotiations is solicited and processed in terms of its value to self development.

    4. A plan of action is compiled to improve own negotiation skills by detailing development goals and ways to achieve them.

    Evaluate the negotiation process and make recommendations for facilitating negotiations in future.

    1. The extent to which the expected outcomes of the negotiation process were achieved is recorded with detailed feedback from participants.

    2. Factors that contributed in positive ways to the negotiation process are identified and described in terms of the specific value they added.

    3. Factors that hindered the negotiation process are identified and described in terms of how they could be changed or their impact minimised.

    4. A written report is compiled applying the learning points to the remainder of the negotiations and providing practical recommendations to improve the process in future. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQ, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
