PURPOSE OF THE UNIT STANDARD 
The qualifying learner will be equipped with knowledge and skills to support victims of human rights abuses, hate crimes, disasters and motor vehicle accidents and refer victims to the relevant service providers in their community.

Learners accredited with this Unit Standard will be capable of:
  • Supporting victims of Human Rights abuses.
  • Supporting victims of disasters.
  • Supporting victims of hate crimes.
  • Supporting victims of motor vehicle accidents.

    Types of Human Rights abuses are described with examples of individual, family, community and state-sponsored violence and abuse. 

    ASSESSMENT CRITERION 3 
    The emotional, physical and financial implications of Human Rights abuses are described with examples. 

    ASSESSMENT CRITERION 4 
    Legal recourse in cases of Human Rights abuses is explained in terms of legislation and international practices.

    The concept of a "hate crime" is described in relation to stereotyping, prejudice, minorities, marginalised groups, religion and sexual orientation.

    Types of "hate crimes" are identified and described with examples. 

    ASSESSMENT CRITERION 3 
    The emotional and physical impact of "hate crimes" on the individual, group and community are described with examples. 

    ASSESSMENT CRITERION 4 
    Relevant services and service providers for victims of "hate crimes" are identified and described in terms of their role. 

    ASSESSMENT CRITERION 5 
    Reasons for "hate crime" victims not reporting and accessing services are explained with examples. 

    ASSESSMENT CRITERION 6 
    The role of individuals and communities in preventing and reducing the incidence of "hate crimes" is described with examples of programmes.

    Support victims of disasters. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Different types of natural and man-made disasters are described in relation to the South African context. 
    ASSESSMENT CRITERION RANGE 
    Types of disasters include, but are not limited to: floods, droughts, earthquakes, wars, political violence like terrorism, disease, workplace accidents, etc.
     

    ASSESSMENT CRITERION 2 
    The impact of disasters on individuals and communities is identified and the needs of disaster victims are described in relation to specific events. 

    ASSESSMENT CRITERION 3 
    Relevant services and service providers for victims of disaster are identified and described in terms of their role in supporting victims. 

    ASSESSMENT CRITERION 4 
    The legal recourse available to disaster victims is explained in terms of relevant legislation. 
    ASSESSMENT CRITERION RANGE 
    Relevant legislation includes, but is not limited to: Occupational Health and Safety Act, Basic Conditions of Employment Act, Disaster fund, etc.
     

    SPECIFIC OUTCOME 4 
    Support victims of motor vehicle accidents.

    ASSESSMENT CRITERION 1 
    The nature and extent of motor vehicle accidents in South Africa involving one party, multiple party and pedestrians are described according to relevant and current information. 

    ASSESSMENT CRITERION 2 
    The emotional, physical and financial impact on victims of motor vehicle accidents is explained with examples. 

    ASSESSMENT CRITERION 3 
    The legal implications of motor vehicle accidents are explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Terms to explain include, but are not limited to: negligence, recklessness, culpability, etc.
     

    ASSESSMENT CRITERION 4 
    The civil rights and responsibilities of individuals in motor vehicle accidents are discussed in relation to specific cases. 

    ASSESSMENT CRITERION 5 
    Support services in the community for victims of motor vehicle accidents is identified and programmes to prevent and reduce the incidence are discussed with examples. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.

  • Assessors must be in possession of a Qualification in Victim Empowerment or a related sub-field of Human and Social Studies at a minimum of NQF level 3.
