PURPOSE OF THE UNIT STANDARD 
The qualifying learner is capable of understanding the components of hydrodynamics that impact on piloting a vessel. This involves controlling and maintaining directional stability of the piloted vessel without the assistance of tugs in a timeous and decisive manner.

The qualifying learner should satisfy the competent pilotage authority's requirements that his/her medical fitness, particularly regarding eyesight, hearing and physical fitness meets the standards required for certification of masters and officers in charge of a navigational watch under the international Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW 1995) or as the relevant authorities consider appropriate.

Qualifying learners will be capable of:
  • Determining and maintaining under-keel clearance for the passage.
  • Understanding the effects of reduced under-keel clearance and shallow water on manoeuvring a vessel.
  • Understanding the effect of bank suction on vessel manoeuvrability.
  • Countering the effects of ship interaction on the directional stability of vessels manoeuvring in close proximity.

  • Communication at NQF level 4 or equivalent.

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Determine and maintain under-keel clearance for the passage. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Available depth of water is ascertained relative to tidal conditions and chart datum. 

    ASSESSMENT CRITERION 2 
    The degree of squat is determined by calculation or tables, in terms of the proposed speed of the piloted vessel. 

    ASSESSMENT CRITERION 3 
    Under-keel clearance is maintained in relation to vessel speed adjustments. 

    ASSESSMENT CRITERION 4 
    Reduction in under-keel clearance is calculated according to heave in a sea-way. 

    ASSESSMENT CRITERION 5 
    Reduction of under-keel clearance is calculated according to the extent of rolling. 

    SPECIFIC OUTCOME 2 
    Apply the effects of reduced under-keel clearance and shallow water on manoeuvring a vessel. 
    OUTCOME RANGE 
    Effects include, but is not limited to: reduced steering, increased turning circle and increased stopping distance. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Allowance is made for reduced steering capability in relation to under-keel clearance. 

    ASSESSMENT CRITERION 2 
    Allowance is made for increased turning circle in relation to under-keel clearance. 

    ASSESSMENT CRITERION 3 
    Allowance is made for increased stopping distance in relation to under-keel clearance. 

    ASSESSMENT CRITERION 4 
    The loss of directional stability is explained in relation to speed, squat and under-keel clearance. 

    SPECIFIC OUTCOME 3 
    Counteract bank suction and channel effects. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The effect of the channel profile in a confined channel on manoeuvrability is explained in relation to the local port conditions. 

    ASSESSMENT CRITERION 2 
    Anticipated bank effects in confined channels are counteracted according to the bank profile. 

    ASSESSMENT CRITERION 3 
    Anticipated cross-current effects in confined waters are counteracted according to prevailing conditions. 

    ASSESSMENT CRITERION 4 
    Bow and cushion effects in confined waters are anticipated and counteracted according to prevailing conditions. 

    ASSESSMENT CRITERION 5 
    Speed and course are adjusted to counter the impact of current, bow, cushion and bank effects on manoeuvrability. 

    SPECIFIC OUTCOME 4 
    Counter the effects of ship interaction on the directional stability of vessels manoeuvring in close proximity.

    ASSESSMENT CRITERION 1 
    Interaction between two vessels passing in close proximity is explained in relation to pressure changes in fluids. 

    ASSESSMENT CRITERION 2 
    The factors impacting on the interaction are explained in terms of the prevailing circumstances. 
    ASSESSMENT CRITERION RANGE 
    Factors includes, but is not limited to relative displacement, speed, draught and distance apart.
     

    ASSESSMENT CRITERION 3 
    The effects of interaction are anticipated and counteracted in relation to approaching and passing vessels in close proximity. 

    ASSESSMENT CRITERION 4 
    The effects of interaction are anticipated and counteracted in relation to passing a stationary vessel in close proximity. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this unit standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant Education and Training Quality Assurance (ETQA) body.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in the specific outcomes of the unit standard as well as the integrated competence described in the purpose of the unit standard.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a relevant qualification at a minimum of National Qualifications Framework (NQF) level 6.
