PURPOSE OF THE UNIT STANDARD 
The qualifying learner will be capable of understanding local, national and international regulations and statutory reporting. This underpinning knowledge will form the basis for all pilotage operations.

Qualifying learners will be capable of:
  • Understanding the National Ports Act.
  • Applying port rules.
  • Applying the Pilot's code of practice.
  • Understanding the SAMSA requirements pertaining to pilotage.
  • Explaining the MARPOL requirements in terms of the port and approaches.
  • Applying the International Ship and Port Facility Security Code (ISPS).

    MARPOL requirements for the port and approaches are explained in terms of the Marine Pollution (Prevention of pollution from ships) Act.

    Incident reports are compiled and submitted as required by the Marine Pollution (Prevention of pollution from ships) Act and the National Oil Spill Contingency Plan. 

    ASSESSMENT CRITERION 3 
    Disposal of garbage at sea is described in terms of the Dumping at Sea Control Act. 

    SPECIFIC OUTCOME 6 
    Apply the International Ship and Port Facility Security Code (ISPS). 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Port and ship security is explained in terms of the ISPS code. 

    ASSESSMENT CRITERION 2 
    Security breeches are identified and reported to the Port Security Officer in accordance with the port security plan. 

    ASSESSMENT CRITERION 3 
    The impact of the ISPS code on the activities of the pilot is explained using examples. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this unit standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant Education and Training Quality Assurance (ETQA) body.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in the specific outcomes of the unit standard as well as the integrated competence described in the purpose of the unit standard.
