PURPOSE OF THE UNIT STANDARD 
The qualifying learner will be capable of towing a disabled vessel (without engines/rudder) into port. They will be able to conduct and control a tow of a disabled vessel in various weather conditions.

The qualifying learner should satisfy the competent pilotage authority's requirements that his/her medical fitness, particularly regarding eyesight, hearing and physical fitness meets the standards required for certification of masters and officers in charge of a navigational watch under the international Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW 1995) or as the relevant authorities consider appropriate.

Qualifying learners will be capable of:
  • Connecting a tow.
  • Conducting a tow into the port.

    It is assumed that a learner will be competent in:
  • Communication at NQF level 4 or equivalent.
  • Mathematics at NQF level 4 or equivalent.
  • Physical Science at NQF level 4 or equivalent.

    Connect a tow. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Rendezvous position is established in terms of prevailing conditions. 

    ASSESSMENT CRITERION 2 
    Pilotage plan is established in consultation with role-players. 
    ASSESSMENT CRITERION RANGE 
    Role-players include, but is not limited to: salvage tug, Vessel Traffic System [VTS] and pilot/towage tug master.
     

    ASSESSMENT CRITERION 3 
    Towing plan is established in terms of vessel type, size and weather conditions in relation to breaking strains and safe working loads of available ropes, wires, winches, bitts and towing equipment. 

    ASSESSMENT CRITERION 4 
    Tow is connected in accordance with towing plan. 

    ASSESSMENT CRITERION 5 
    Length of tow and catenary is established in relation to vessel size, depth of water and sea state in consultation with the salvage tug master. 

    SPECIFIC OUTCOME 2 
    Conduct a tow into the port.

    Directional stability of tow is maintained through optimum use of harbour tugs. 

    ASSESSMENT CRITERION 2 
    The conduct of the tow is monitored and adapted according to changing circumstances. 

    ASSESSMENT CRITERION 3 
    Salvage tug is released in accordance with the pilotage plan. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this unit standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant Education and Training Quality Assurance (ETQA) body.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in the specific outcomes of the unit standard as well as the integrated competence described in the purpose of the unit standard.
