PURPOSE OF THE UNIT STANDARD 
This unit standard has a wide application for learners in a number of environments where the lifting of loads is essential to carry out work. It is ideally suited to the chemical manufacturing environment.

A learner credited with this unit standard is able to:
  • Select lifting equipment.
  • Inspect lifting equipment for defects.
  • Lift and move loads.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are already competent in Communication and Mathematical Literacy at NQF Level 1. 

    UNIT STANDARD RANGE 
  • This unit standard is only applicable to those lifting equipments used to shift loads of not more than 2.5 tons. This standard excludes the use of forklifts.
  • Lifting equipment or lifting gear may include any of the following relevant to the specific workplace:
    > Slings, chain blocks, jacks, turfers, ropes, come-alongs, boiler grates, small floor cranes, shackles, hoists, lifting brackets, fasteners.

    SPECIFIC OUTCOME 1 
    Select lifting equipment. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Lifting equipment is selected to match safe working load of specific lifting equipment parameters and within job requirements. 
    ASSESSMENT CRITERION RANGE 
    Specific lifting equipment parameters may include: Load-size, shape, weight, height, quality practices.
     

    ASSESSMENT CRITERION 2 
    The required lifting equipment and related tools are made available at the required time. 

    ASSESSMENT CRITERION 3 
    The operational requirements of the selected lifting equipment and the consequences to health and safety if specified requirements are not adhered to, are explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Operational requirements must include the following:
  • Speed limits.
  • Traffic Control Systems.
  • Environmental conditions, i.e. heat, gases, dust, excessive water, visibility and ventilation flow.
  • Sling types and colour coding.
  • Load mass limitations.

    SPECIFIC OUTCOME 2 
    Prepare the selected lifting equipment for lifting, securing, transferring and positioning of loads. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The required personal protective equipment is available, fit for purpose and used in accordance with its design and specified requirements. 

    ASSESSMENT CRITERION 2 
    The pre-use and after-start inspection of lifting equipment and tools is conducted and defects are identified and repaired by the operator wherein the scope of work and/or reported in accordance with standard operating procedures. 
    ASSESSMENT CRITERION RANGE 
    Defects: wear, corrosion, stretched chain links, kinks, cracks or nicks, deterioration of welds and splices, overdue for load test.
     

    ASSESSMENT CRITERION 3 
    The consequences to safety, health and productivity if specified requirements are not adhered to whilst preparing for lifting, securing, transferring and positioning of loads, are explained. 
    ASSESSMENT CRITERION RANGE 
    Consequences must include those for the following:
  • Using defective personal equipment.
  • Failure to use specified tools and equipment and not using tools and equipment in accordance with specified requirements.
  • Failure to perform a pre-use and after start inspection.
  • Failure to examine the placement area for the lifting equipment and tools and dealing with hazards.

    Operate the selected lifting equipment. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The physical conditions in the work area are continuously assessed and hazards and substandard conditions are dealt with in accordance with specified requirements. 
    ASSESSMENT CRITERION RANGE 
    Physical conditions must include:
  • Environmental conditions.
  • Ground conditions.
  • Roadway conditions.
  • Restricted areas.
  • Loading area conditions.
  • Traffic flow.

    ASSESSMENT CRITERION 2 
    Isolations, demarcations and lockout procedures are completed in accordance with standard operating procedures. 
    ASSESSMENT CRITERION RANGE 
    Work permits; danger tags.
     

    ASSESSMENT CRITERION 3 
    The load is secured and the inclination to be traversed is verified in accordance with specified requirements.

    Permissible load and securing methods must include the following:
  • Capacity loaded.
  • Permissible items.
  • Securing methods and mechanisms.
  • Specific lifting equipment and/or gear operating requirements.

    ASSESSMENT CRITERION 4 
    Load is lifted and shifted in accordance with standard operating procedures, and complies with safe work practices and good housekeeping principles. 

    ASSESSMENT CRITERION 5 
    Hazards to safe operation are identified and addressed where within scope of operator and/or reported in accordance with standard operating procedures. 

    ASSESSMENT CRITERION 6 
    Communication with relevant personnel is in the agreed format and timeframe for optimal operation with minimum delays. 

    ASSESSMENT CRITERION 7 
    The consequences to safety, health and productivity if specified requirements are not adhered to whilst lifting, securing, transferring and positioning of loads with a forklift are explained. 
    ASSESSMENT CRITERION RANGE 
    Consequences must include those for the following:
  • Failure to continuously examine the working place for hazards and sub-standard conditions and dealing with same.
  • Failure to enhance teamwork and avoiding conflict.
  • Failure to prepare equipment for subsequent loading operations.
  • Failure to identify and address where within scope of operator and/or report any hazards to safe operation.
  • Failure to submit reports on time and to the relevant persons.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant Education, Training, Quality, Assurance (ETQA) Body, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant Education, Training, Quality, Assurance (ETQA) Body, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • The relevant Education, Training, Quality, Assurance (ETQA) Body will oversee assessment and moderation of assessment, or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.
