PURPOSE OF THE UNIT STANDARD 
This unit standard will equip learners with the knowledge and skills required to describe the different housing finance options and to understand the implications of each for the consumer.

The qualifying learner will be capable of:
  • Analysing housing finance mechanisms.
  • Comparing housing finance options.
  • Critically evaluating housing subsidy schemes and programmes.
  • Recommending a suitable housing finance to housing beneficiaries. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is also assumed that learners accessing this unit standard will have demonstrated competence in Mathematical Literacy, Communication and Computer literacy skills at NQF Level 5 or equivalent. 

    UNIT STANDARD RANGE 
    Housing finance tools and mechanisms include but not limited to: savings, deposits, investments, mortgage bonds, non-mortgage loans, participation bonds, debentures, unit trusts, financial lease; Housing subsidy schemes credit-linked and non-credit linked subsidies,: Financial Services Charter; Financial institutions.

    Conduct an analysis of housing finance mechanisms.

    ASSESSMENT CRITERION 1 
    Key housing financiers are explained in terms of their role in providing housing finance products to qualifying individuals. 
    ASSESSMENT CRITERION RANGE 
    Key housing financiers include but is not limited to banks; small banks; micro-lenders; Non Governmental Organisation (NGOs), Parastatals, housing institutions and Wholesale funding.
     

    ASSESSMENT CRITERION 2 
    Specific housing products are analysis to determine suitability for housing development projects. 

    SPECIFIC OUTCOME 2 
    Compare and contrast housing finance products.

    Each housing finance instrument is analysed and discussed in detail for the purposes of comparison and recommendation.

    A comparison of the housing finance product is made with examples.

    The various housing programmes are explained and their functions discussed to determine their relevance to individual, group or community housing needs.

    The individual subsidy schemes are explained and the specifics of each discussed in terms their application in housing development projects. 

    ASSESSMENT CRITERION 3 
    The application process for a housing subsidy is explained to consumers using examples. 

    ASSESSMENT CRITERION 4 
    Knowledge of the process of the allocation of housing funds for housing development is demonstrated using a case study. 

    ASSESSMENT CRITERION 5 
    The procedures regarding the disbursement of housing funds by government institutions are explained with examples.

    Provincial government, accredited municipalities, housing institutions, all subsidy mechanisms.

    Recommend a suitable housing finance to housing beneficiaries.

    The different housing finance option is explained within a specific context. 

    ASSESSMENT CRITERION 2 
    Each housing finance option is assessed in accordance with the organisational requirements to apply and access a particular housing finance products. 

    ASSESSMENT CRITERION 3 
    The advantages and disadvantages in relation to the housing product preferred are explained with examples/using a case study. 

    ASSESSMENT CRITERION 4 
    A recommendation is made to housing consumers based on the facts collected. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the Qualification, unless ETQA policies specify otherwise. Moderation sould also encompass achievement of the competence described both in individual Unit Standards as well as the integrated competence described in the Qualification.
  • Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.

  • A comprehensive understanding of end-user finance in order to acquire a house.
