PURPOSE OF THE UNIT STANDARD 
Learners who demonstrate competence as described in the outcomes of this unit standard will be able to apply safety, health and environmental protection procedures in a chemical processing plant.

A person credited with this unit standard is able to:
  • Understand responsibilities and liability regarding safety in the workplace.
  • Conduct safety and environmental inspections in work area.
  • Respond to unsafe conditions in work area.
  • Complete safety, health and environmental documentation.

    This will ensure that the safety, health and environmental protection procedures are applied in accordance with procedures and accepted work practices. This competence will enhance the learner's employability and career options in all occupations where knowledge of safety, health and environmental protection procedures in a process environment is needed.

    Description of required skills:
  • National Certificate Chemical Operations NQF Level 2 or equivalent, including communication and mathematical literacy, NQF Level 2.

    UNIT STANDARD RANGE 
    The context of this unit standard includes a complete process, from the point of receiving a commodity raw material to the point of supplying a commercially saleable product.

    The level assigned to this unit standard is appropriate because the process requires a wide range of cognitive skills and offers a considerable choice of solutions. A broad knowledge base incorporating some theoretical concepts, analytical interpretation of information, informed judgement and a range of sometime innovative responses to concrete but often unfamiliar problems are employed.

    Explain the responsibilities and liability regarding safety in the workplace. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The implications of not adhering to safety, health and environmental protection guidelines are explained with regards to the OSH Act, other relevant acts, regulations and company policies. 

    ASSESSMENT CRITERION 2 
    The importance of adhering to housekeeping guidelines is explained in accordance with company policies. 

    ASSESSMENT CRITERION 3 
    The purpose and importance of safety inspections are explained in accordance with the OSH Act and company safety policies. 

    ASSESSMENT CRITERION 4 
    The main focus areas of a plant safety, health and environmental (SHE) inspection are discussed in accordance with company safety policies and critical risk areas are discussed. 

    SPECIFIC OUTCOME 2 
    Prepare for safety and environmental inspections in work area. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    An inspection procedure is determined in accordance with workplace procedures. 

    ASSESSMENT CRITERION 2 
    The area to be inspected is determined in accordance with workplace procedures and the company safety inspection schedule. 
    ASSESSMENT CRITERION RANGE 
    The area should include an operational process area, a storage area for chemicals and materials and an area dedicated for the use of personnel.
     

    ASSESSMENT CRITERION 3 
    Inspection focus areas are determined in accordance with the inspection schedule. 
    ASSESSMENT CRITERION RANGE 
    The focus areas should include the inspection of housekeeping issues, leaks, spillages and emissions, plant mechanical integrity, chemical and material storage practices, good order of fire protection equipment and safety equipment.
     

    ASSESSMENT CRITERION 4 
    Information is obtained on the requirements for each of the items to be inspected from the inspection schedule and relevant safety procedures. 

    SPECIFIC OUTCOME 3 
    Conduct safety, health and environmental inspections in work area. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    A safety, health and environmental inspection checklist is compiled as per safety procedures. 

    ASSESSMENT CRITERION 2 
    The inspection checklist is verified with more experienced staff and adjusted to include their comments. 

    ASSESSMENT CRITERION 3 
    A joint inspection of the work area is performed in accordance with the requirements of the prepared checklist. 

    ASSESSMENT CRITERION 4 
    Non-conformances and potential risk areas are identified and listed as per the checklist. 

    SPECIFIC OUTCOME 4 
    Respond to unsafe unacceptable conditions in work area. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Appropriate corrective action for each non-conforming item is suggested in accordance with workplace procedures. 

    ASSESSMENT CRITERION 2 
    Comments from more experienced staff are obtained on the suggested corrective action and the actions adjusted to incorporate these comments. 

    ASSESSMENT CRITERION 3 
    Corrective actions are implemented in accordance with workplace and safety procedures. 
    ASSESSMENT CRITERION RANGE 
    Corrective actions may include but are not limited to taking immediate action, requesting maintenance assistance, preparing permits, communicating planned maintenance items, implementing own corrective actions and ordering maintenance parts.

    An inspection report is prepared and distributed to relevant personnel according to workplace procedures. 

    ASSESSMENT CRITERION 5 
    The effectiveness of corrective actions is assessed with the assistance of experienced safety personnel. 

    ASSESSMENT CRITERION 6 
    Safety issues are communicated to team members and with shift handover according to workplace procedures.
