PURPOSE OF THE UNIT STANDARD 
This unit standard is for persons in the electrical Medium Voltage reticulation environment.

A person credited with this unit standard will be able to do the following on Medium Voltage reticulation networks:
  • Construct overhead lines.
  • Visual inspection to identify defects in support of pre-commissioning and maintenance.
  • Carry out routine maintenance.
  • Carry out repairs during normal and faulty conditions.
  • Safe dismantling of overhead lines and equipment.
  • Demonstrate knowledge of relevant construction and .maintenance procedures.

    This unit standard will contribute to the full development of the learner within the electrical engineering and construction environment by providing recognition, further mobility and transportability within the field of Physical Planning and Construction. The skills, knowledge and understanding demonstrated within this unit standard are essential for social and economic transformation and upliftment within the electrical construction- and distribution environment.

    The following knowledge, skills attitude and/or equivalent:
  • Apply and adhere to electrical safety.
  • Read & interpret electrical/network diagrams.
  • Use and care for hand tools. 

  • UNIT STANDARD RANGE 
  • Overhead line structures may include but are not limited to steel/wood/concrete poles.
  • Relevant equipment may include, but are not limited to Medium Voltage pole mounted isolators, fuses, breakers, sectionalises, transformers, recluses, surge arrestors and metering equipment.
  • Hardware may include, but are not limited to cables, bare conductors, covered conductors, service cables, aerial bundle conductors, stays & struts, insulators, clamps, ferrules, lugs, bolts and pre-formed products.
  • Construction includes, but is not limited to building the line and carrying out pre-commission inspections and hand-over procedures.
  • Maintaining includes but is not limited to inspecting/repairing/replacing of hardware and equipment.
  • Conditions include but are not limited to routine maintenance and breakdown repairs during day time, night time and all weather conditions.

    SPECIFIC OUTCOME 1 
    Plan and prepare to construct, maintain and dismantle Medium Voltage networks. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Job instructions are obtained and the section of electrical network to be constructed/maintained/dismantled is identified according to geographical/electrical network diagrams. 

    ASSESSMENT CRITERION 2 
    The scope of work is interpreted and a sequence of operation is planned according to construction, maintenance and dismantling procedures. 

    ASSESSMENT CRITERION 3 
    Isolation and earthing of the affected section of the network is arranged and work permits received according to operating regulations, job instructions/maintenance schedules or breakdown reports where applicable. 

    ASSESSMENT CRITERION 4 
    Appropriate tools, material and equipment are identified, selected and checked for functionality to meet the requirements of the task and according to job and statutory requirements. 

    SPECIFIC OUTCOME 2 
    Construct Medium Voltage networks. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Job instructions are received for the construction of the relevant new section of the network according to construction regulations, standards and procedures. 

    ASSESSMENT CRITERION 2 
    The required electrical hardware and equipment is checked for availability and conformance to job specifications, requirements and quality standards. 

    ASSESSMENT CRITERION 3 
    The electrical hardware and equipment is constructed according to applicable procedures or manufacturer's specifications. 

    ASSESSMENT CRITERION 4 
    The newly constructed electrical installation is inspected and tested to ensure that it is operational according to pre-commissioning requirements. 

    ASSESSMENT CRITERION 5 
    The necessary documentation is completed and submitted according to the pre-commissioning and hand-over procedures. 

    SPECIFIC OUTCOME 3 
    Inspect, maintain and repair Medium Voltage networks. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Ensures that the affected section of the electrical reticulation network is isolated, earthed and work permit/worker's register is received for the affected section of the network according to operating procedures where necessary. 

    ASSESSMENT CRITERION 2 
    The work site conditions and affected electrical hardware/equipment are assessed for possible safety risks and preventative measures implemented according to safety risk assessment procedures. 

    ASSESSMENT CRITERION 3 
    The affected section of the electrical reticulation network is visually inspected prior to maintenance and repairs according to prescribed fault finding procedures. 

    ASSESSMENT CRITERION 4 
    The electrical hardware and equipment is maintained, repaired or replaced according to applicable maintenance procedures or manufacturer's specifications. 

    ASSESSMENT CRITERION 5 
    The maintained or replaced electrical hardware and equipment is inspected and tested to ensure that it is operational according to manufacturer's requirements. 

    ASSESSMENT CRITERION 6 
    Safety precautions/procedures are followed before, during and after inspection and maintenance of the overhead line or equipment. 

    SPECIFIC OUTCOME 4 
    Dismantle Medium Voltage networks.

    ASSESSMENT CRITERION 1 
    Job instructions are received for the dismantling of the relevant section of the network according to relevant standards and procedures. 

    ASSESSMENT CRITERION 2 
    The work site conditions and affected electrical hardware/equipment are assessed for possible safety risks and preventative measures implemented prior to dismantling according to safety risk assessment procedures. 

    ASSESSMENT CRITERION 3 
    The electrical hardware and equipment is dismantled according to applicable procedures. 

    ASSESSMENT CRITERION 4 
    The necessary documentation was completed and submitted according to the dismantling procedures. 

    SPECIFIC OUTCOME 5 
    Complete the work task.

    Work area is restored to serviceable condition according to statutory requirements.

    Completion of job is communicated, permit/worker's register cleared where necessary according to local reporting and operating procedures.

    Ensure that the replaced, dismantled or excess hardware and equipment has been returned to the stores as per local asset management procedures.

    Necessary documentation is completed and submitted to designated personnel.

    Appropriate tools and safety equipment are cleaned and stored according to statutory requirements.

    Documentation is completed accurately according to work site procedures.
