PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful to learners who are required to facilitate collaborative and partnership work to enable all parties involved in community development initiatives to work together to identify their own needs and aspirations, take collective decision-making on issues that affect their lives and act collectively to achieve community development goals. Learners will be equipped with knowledge and skills to take a lead in encouraging all concerned to build positive relationships and working agreements to achieve common aims.

People credited with this unit standard will be able to:
  • Facilitate and support effective relationships between communities and public bodies.
  • Co-ordinate activities to build effective relationships with communities.
  • Co-ordinate partnerships to promote collaboration and co-operation between stakeholders and role players.

    It is assumed that the learner is competent in:
  • Communication at NQF Level 4.
  • Mathematical Literacy at NQF Level 4.

    Public bodies include but are not limited to all sectors involved in community development such as the public service including state-owned enterprises, Non Governmental Organisations (NGOs), Community-Based Organisations (CBOs), Non Profit Organisations (NPOs), Faith Based Organisations (FBOs), Corporates and Commissions.

    Sectors include but are not limited to the financial sector, health sector, economic development sector, education sector, agricultural sector, ecological sector, volunteerism and gender.

    Facilitate and support effective relationships between communities and public bodies.

    ASSESSMENT CRITERION 1 
    The importance of building positive relationships and working agreements between pubic bodies and sectors is explained using current policies, legal and legislative frameworks. 

    ASSESSMENT CRITERION 2 
    The relationship between public bodies and community based structures in relation to democratic values is understood and explained in order to promote engagement with communities, social cohesion and inclusivity. 

    ASSESSMENT CRITERION 3 
    Current community development interventions that promote community involvement, engagement and empowerment are analysed in terms of their benefits and limitations for different community development settings. 

    ASSESSMENT CRITERION 4 
    Collaboration between different stakeholders and role players is analysed in relation to different levels of representation and their role functions. 

    ASSESSMENT CRITERION 5 
    Barriers to involvement in community initiatives are identified and ways of overcoming them are determined.

    Strategies to encourage public bodies to build effective relationships with stakeholders and role players are developed according to organisational procedures and guidelines.

    The dynamics of partnerships are assessed in terms of their benefits, limitations, and challenges.

    A plan is developed to mobilise resources from a variety of sources.

    Co-ordinate partnerships to promote collaboration and co-operation between stakeholders and role-players.

    Approaches of collaborative working are reviewed in terms of their implications for sustaining partnerships.

    Organisational policies and procedures are applied to support strategic and collaborative partnerships in an inclusive manner. 

    ASSESSMENT CRITERION 4 
    Communication systems within and between partnership structures are applied to ensure collaborative and cooperative relationships resulting in effective and integrated coordination. 

    ASSESSMENT CRITERION 5 
    Methods which facilitate collective learning opportunities in partnerships are explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Methods include but are not limited to capacity building, empowerment through skills transfer.
     

    ASSESSMENT CRITERION 6 
    The sustainability of partnerships is determined using monitoring, review and evaluation tools.

  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual unit standard as well as the integrated competence described in the qualification.

    Using science and technology effectively and critically, showing responsibility towards the environment and others by using communication tools (e,g. SMS, MMS, letters, telephone, Cellphone, etc.) to establish and strengthen partnerships.
