PURPOSE OF THE UNIT STANDARD 
Learners working towards this standard will be working within a Public Sector environment, specialising in Public Finance Management and Administration, where the acquisition of competence against this standard will add value to one's job. This standard will also add value to public officials who are seeking to develop a career pathway towards becoming an accomplished public finance management and administration specialist.

The qualifying learner is capable of:

    Appropriate communication methodologies are identified and tools are sourced according to specific communication requirements and the message to be conveyed

    Communication methodologies extend to verbal, written and computerized methodologies, and the tools can include but are not limited to telephonic, email, intranet, internal memorandums and reports, external correspondence, slide presentations, visual aids, external reports, contracts and agreements, meetings

    The audience is considered in respect of the message to be conveyed and communication tools are appropriate to the type of audience

    Barriers to interpersonal communication are explained and the ways of overcoming such barriers are proposed

    Strategies for managing conflict in interpersonal communication are explained and ways for ensuring constructive conflict are identified

    Typical communications barriers within the public sector context are identified and sound methodologies for addressing these are proposed

    Cultural diversity and protocol is considered in all communications strategies and any barriers related thereto are appropriately and professionally addressed

    The impact of advanced information technology on the interpersonal relations and other organisational activities is identified and explained

    Workplace data is analysed and communicated via the appropriate information technology

    Problem areas pertaining to technology are identified and reported to appropriate division

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    2. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    3. Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    4. Moderation of assessment will be conducted by the relevant ETQA at its discretion.
