PURPOSE OF THE UNIT STANDARD 
This Unit Standard will be useful to learners who are elected political leaders and public sector officials involved with the service delivery activities that require the use of public assets to render services to the communities. It is also useful to South Africa's public officials and political executives, strategic executive managers and other role-players. This Unit Standard will enable learners to gain knowledge and skills in policy analysis and review as well as in the development of relevant legislation and policy affecting public administration.

The qualifying learner is capable of:
  • Applying financial management techniques in the implementation of sector specific policy programmes.
  • Explaining the structures of public policy making in the South Africa context.
  • Apply legislation to promote public sector management.
  • Analyse factors affecting policy-making.
  • Apply principles of good governance and ethical behaviour within a public sector setting.

    It is assumed that the Learners are competent in:

    Mechanisms and processes are defined and evaluated for deciding the overall levels of expenditure at local government level.

    Challenges are analysed in terms of achieving sound financial management for sector specific policy programmes.

    Explaining the structures of public policy-making in the South Africa context.

    ASSESSMENT CRITERION 1 
    Various models of constitutional forms are discussed to identify the nature of the South African Constitution and the roles played by different stakeholder in public policy-making. 

    ASSESSMENT CRITERION 2 
    The role of courts in contractual law matters is explained in relation to public policy. 

    ASSESSMENT CRITERION 3 
    The structure and workings of the public sector activities are described with examples. 

    ASSESSMENT CRITERION 4 
    The structure and the working of different organs of central government are described with reference to parliament, cabinet and national departments functions.

    The principles of efficiency, economy and effectiveness are defined in the context of public sector management.

    The role of good-quality and timely information is defined in terms of sound financial management.

    Capacity requirements for implementation of policy and legislative instruments are defined to comply with legislation on public financial management.

    The concepts of political and managerial accountability and separation of responsibilities are defined and applied to the implementation of a sector specific policy programme.

    The concepts of accountability, transparency, integrity and ethics are discussed and applied to the implementation of a sector specific policy programme. 

    ASSESSMENT CRITERION 3 
    The principle of participatory governance is explained with reference to setting new policy instruments.

  • Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
