PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for people who are, or seek to be, specialists in human resources management. Persons credited with this unit standard are able to analyse the current situation, determine and describe agreed present and desired organisational objectives, define the gap, make recommendations for bridging the gap and produce a written report of the results. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
It is assumed that people starting to learn towards this standard are able to:
  • use a variety of techniques for gathering, ordering, recording and reporting data [AHL1]
  • use best planning practices
  • communicate verbally and in writing at NQF level 5.

    3. Sourced information is current, relevant and accurate. The information covers the entire planned scope of analysis.

    4. The method of analysis used are sufficient and relevant to accurately describe the present situation and meet the purpose of the analysis.

    5. Actions, processes and procedures are recorded to facilitate further interpretation and validation of the analysis.

    6. Different methods of analysis and data gathering are described in terms of their strengths, weaknesses, features and applications.

    Determine and describe agreed short and long term organisational objectives.

    1. The objectives are verified with stakeholders as valid, current and complete. Key decision-makers are strategists are included in the verification process. 

    ASSESSMENT CRITERION 2 
    2. The objectives are recorded clearly to facilitate further interpretation. 

    ASSESSMENT CRITERION 3 
    3. The role and importance of objectives are described within the context of the analysis taking cognisance of their function and value to the organisation. 

    SPECIFIC OUTCOME 3 
    Define the gap and make recommendations for bridging the gap. 
    OUTCOME RANGE 
    The gap refers to the difference between the current situation and the short and long term objectives. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. The gap is determined using an acceptable analysis technique appropriate to the context. 
    ASSESSMENT CRITERION RANGE 
    Acceptable techniques include SWOT (strengths, weaknesses, opportunities, threats) analysis, force fields, tables and charts.
     

    ASSESSMENT CRITERION 2 
    2. The definition of the gap is consistent with the analysis of the current situation and objectives. All objectives found to be un-addressed are highlighted and described in terms of a need. 

    ASSESSMENT CRITERION 3 
    3. The definition of the gap addresses the scope and purpose of the analysis, and facilitates further planning and decision-making. 

    ASSESSMENT CRITERION 4 
    4. Recommendations of methods and scenarios for closing the gap are verified as reasonable, effective and comprehensive. 
    ASSESSMENT CRITERION RANGE 
    Reasonable means the recommendations are within the resources or reach of the organisation.

    Effective means the recommendations have a basis for proposing them in that they are supported by precedents, research results or motivations.

    Comprehensive means the recommendations are sufficient to address all defined needs, as identified in the gap definition.

    Produce a written report of the results.

    1. The report meets the organisational format specifications. Graphics and tables are used where appropriate to improve the quality and ease of the communication.

    3. The content accurately reflects the analysis, the objectives and the recommendations. 

    ASSESSMENT CRITERION 4 
    4. Support documentation is used, when necessary, and enhances the potential of understanding the report.

    5. Sources are acknowledged according to organisational format policy.

    6. The report is completed within agreed time frames. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.

    2. Any institution offering learning that will enable achievement of this unit standard or will assess this unit standard must be accredited as a provider with the relevant ETQA.

    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures.

    4. Therefore, anyone wishing to be assessed against this unit standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.
