PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended to equip managers, programme leaders/directors and project officers in organisations (public, private and civil society) to mainstream gender into the programmes and projects of an organisation.

The skills, knowledge, values and understanding demonstrated within this Unit Standard are essential for a positive impact on gender equality and women's empowerment for transformation and redress within South African society.

Learners accredited with this Unit Standard will be capable of:
  • Demonstrating knowledge and understanding of mainstreaming gender for gender equality.
  • Demonstrating knowledge and understanding of tools for the mainstreaming of gender equality into programmes and projects.
  • Monitoring and evaluating the mainstreaming of gender into programmes and projects.
  • Developing programmes and projects in which gender is mainstreamed.

    Demonstrate knowledge and understanding of mainstreaming gender for gender equality.

    ASSESSMENT CRITERION 1 
    Key concepts relevant to the mainstreaming of gender into programmes and projects are used appropriately in context. 
    ASSESSMENT CRITERION RANGE 
    Concepts include, but are not limited to, gender, gender equality, gender mainstreaming, gender equity, women's empowerment, gender stereotyping and discrimination, gender awareness and analysis, patriarchy and power.
     

    ASSESSMENT CRITERION 2 
    The merits and demerits of mainstreaming gender into programmes and projects are discussed with reference to current gender debates and historical perspectives. 

    ASSESSMENT CRITERION 3 
    A national or international approach to mainstreaming gender is analysed for relevance in a specific context. 

    ASSESSMENT CRITERION 4 
    Legislation and policy frameworks relevant in a specific sector are analysed for gender responsiveness and implications. 
    ASSESSMENT CRITERION RANGE 
    Analysis should include, but is not limited to, analysis of policy intentions and gaps, possible actions to be taken, requirements for national and international compliance and the implications for the values, attitudes and ethos of an organisation.
     

    SPECIFIC OUTCOME 2 
    Demonstrate knowledge and understanding of tools for the mainstreaming of gender for gender equality into programmes and projects. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Tools and methodologies for mainstreaming gender are investigated with reference to their relevance within a specific context. 
    ASSESSMENT CRITERION RANGE 
    Tools and methodologies include, but are not limited to, gender analysis, gender audit and other gender sensitive research methodologies as well as gender budgeting tools.
     

    ASSESSMENT CRITERION 2 
    Appropriate tools and methodologies are used to determine whether each stage of a specific project cycle or programme is gender responsive. 

    ASSESSMENT CRITERION 3 
    Ways in which gender can be mainstreamed into a specific project or programme are suggested for each stage of the programme or project-cycle. 

    SPECIFIC OUTCOME 3 
    Monitor and evaluate the mainstreaming of gender into programmes and projects.

    ASSESSMENT CRITERION 1 
    Appropriate guidelines are selected for monitoring and evaluating the mainstreaming of gender into a specific programme or project. 

    ASSESSMENT CRITERION 2 
    Tools for monitoring a gender responsive programme and project are developed for a specific project. 
    ASSESSMENT CRITERION RANGE 
    Tools include, but are not limited to, evaluation criteria, gender responsive indicators and gender analysis.
     

    ASSESSMENT CRITERION 3 
    Gender responsive indicators are developed for a specific project or programme.

    Develop programmes and projects in which gender is mainstreamed.

    ASSESSMENT CRITERION 1 
    A needs assessment is conducted to determine how a programme or project can become gender responsive in a specific context. 
    ASSESSMENT CRITERION RANGE 
    A needs assessment includes, but is not limited to, consulting stakeholders including both women and men.
     

    ASSESSMENT CRITERION 2 
    A gender responsive programme or project is designed for a selected group. 

    ASSESSMENT CRITERION 3 
    A programme or project work plan is developed that includes gender responsive actions and indicators, allocation of resources and a plan for implementation. 
    ASSESSMENT CRITERION RANGE 
    Resources include, but are not limited to, financial and human resources, gender budgeting, budget cycles, procurement processes and monitoring and evaluation tools.
     

    ASSESSMENT CRITERION 4 
    Activities identified in a work plan are aligned to the specified gender responsive indicators. 

    ASSESSMENT CRITERION 5 
    Processed data and information are analysed to determine gender impact and to make recommendations.
