PURPOSE AND RATIONALE OF THE QUALIFICATION |
Purpose:
This Qualification is for a worker who provides a home-care service in an institution or in an individual household where specialist care services need to be provided. It develops competencies required to provide a comprehensive home-care service in a manner that has regard for life and property. The Qualification is aimed at persons who have completed a GETC Level 1 qualification, who are already in a home-care environment and want to improve their home-care skills and/or who are new to the sector and wish to obtain a formal qualification to equip them for employment in the sector. Upon completion qualifying learners will be able to work in one of the following home-care and/or related settings: The qualification will also develop the necessary skills for learners to start up their own home-care services business. Qualifying learners will able to: Competent learners are able to: Rationale: Establishments providing home-care and many individual households have a need for a home-care practitioner to provide a comprehensive service for the general and/or specific requirements of the setting in question. There is a need for a broad-based qualification that incorporates a range of generic and specialist competencies in home-care services. The home-care practitioner is required to provide more specialised services than a domestic or general cleaner, in addition to the typical functions of domestic and general cleaners. In this regard, there is a need for home-carers to be aware of risk factors, hygiene and housekeeping needs and to operate ethically. This qualification develops generic competencies required of all home carers and offers the specialist competencies required to operate in specialist areas of home-care such as care of toddlers, care of the aged, etc. These specialist competencies are found in the elective component of the qualification of which the learner must choose one as a specialisation. |

Recognition of Prior Learning: This Qualification may be achieved wholly or in part through Recognition of Prior Learning. Whether a learner attends formal courses or acquires the required skills through informal means, the same standards apply as per the matrix of Unit Standards and Exit Level Outcomes. The Qualification and the Unit Standards have been written in such a way that the learning has to be assessed in an integrated way. Assessors will assess evidence to establish what the learners know, understand and can do. Such evidence may be related to courses completed and to work related activities. Assessors of Recognition of Prior Learning should ensure that learners submitting themselves to Recognition of Prior Learning are thoroughly briefed prior to assessment. The Qualification consists of a Fundamental, a Core and an Elective Component.
To be awarded the Qualification learners are required to obtain a minimum of 145 credits as detailed below. 1.1 Good health practices are explained in terms of their importance for home-care. 1.2 Good health practices are demonstrated through the various home-care activities to meet health and hygiene standards. 1.3 The impact of grooming habits is explained to demonstrate their importance for home-care. 1.4 Principles of basic microbiology applicable to the cleaning environment are applied with due regard for the requirements of home-care. 1.5 Factors that contribute to healthy living are described in terms of home-care practices. 1.6 Factors that contribute to healthy living are demonstrated in line with identified health care standards. 1.7 Wellness principles are applied according to agreed and or set home-care standards. Associated Assessment Criteria for Exit Level Outcome 2: 2.1 Areas of work and responsibility in domestic housekeeping services are described. 2.2 Areas of responsibility for the upkeep of the home are described in terms of tasks to be performed. 2.3 Health, safety and hygiene are explained in terms of their applicability to home upkeep. 2.4 Potential risks in a home-care environment are identified and described so as to promote safety and security for life and property. 2.5 The importance of conducting a risk assessment is explained within the home-care environment. 2.6 Basic safety and security procedures within a home-care environment are explained to establish knowledge, awareness and sensitisation. Associated Assessment Criteria for Exit Level Outcome 3: 3.1 Ethics and values expected and required for home-care practice are described. 3.2 The impact of values on home care practice is explained. 3.3 Best practice principles for home-care are identified. 3.4 Best practices for home-care are demonstrated in line with identified principles. 3.5 Best practices for communication are described in relation to the home-care environment. 3.6 Communication skills demonstrating awareness of diversity and for conflict resolution are demonstrated within the home care set up through various ways. Associated Assessment Criteria for Exit Level Outcome 4: 4.1 Range of activities within own area(s) of specialisation are described. 4.2 Key areas of work within area of specialisation are described. 4.3 Key practices within area of specialisation are implemented in line with sector, occupational and home-care context, requirements or performance agreements. Integrated Assessment: The term Integrated Assessment implies that theoretical and practical components should be assessed together. Whenever possible, the assessment of knowledge, skills, attitudes and values shown in the Unit Standards should be integrated and, during integrated assessment, the assessor should make use of a range of formative and summative assessment tools and methods. Combinations of practical, applied, foundational and reflective competencies should be assessed. Assessment should further ensure that all Specific Outcomes, Embedded Knowledge and Critical Cross-Field Outcomes are evaluated in an integrated way. Integrated Assessment evaluates the learner's ability to combine actions and ideas across a range of activities and knowledge areas. Integrated assessment must specifically assess the learner's ability to: The assessment will require assessment methods which measure and evaluate evidence generated during learning and on-the-job activities. Assessment practices must be open and transparent, fair, valid and reliable, ensuring that no leaner is disadvantaged in any way whatsoever. A variety of methods must be used and assessment tools and activities must be appropriate to the context in which the learner is working or will work. Where it is not possible to assess the learner at the workplace, simulations, case studies role plays and other similar techniques should be used to provide a context appropriate to the assessment. |
INTERNATIONAL COMPARABILITY |
Overview:
An International review of comparable education and training in the area of Home-care has revealed that there are a number of courses and learning programmes. These tend to be short courses and skills programmes rather than full qualifications provided by generic and specialist providers. Home-care is also known as Housekeeping or Caretaking and the qualifying person is also known as the "Carer" in other countries. The review has focused on New Zealand, the United Kingdom (UK) and Australia, as Home-care is well established as a service and an occupation in those countries and there are some standardised training programmes and/or standards that are widely used in those countries that can serve as a basis for comparing the validity and quality of this qualification. New Zealand: There is a range of comparable qualifications and unit standards on the New Zealand Qualifications Framework at Levels 1 to 3 in the areas of Cleaning, Laundry, Caretaking, Carpet and Textile Cleaning, Animal Care and Hospitality. These offerings lead to specialised Occupational Awards. The content of this qualification, particularly of the specialisations, compares favourably with these awards in terms of knowledge and skills that are required to be mastered. The United Kingdom (UK): Examples of A Level and NVQ Level learning standards in the UK were looked at. Health and Social Care (Applied). (GCE Applied A Level - Single Award). Overview: Courses on offer relate to registered unit standards on aspects of health, social care and early years provision. AS Level: A2 Level: The undergraduate Certificate, Understanding health and social care (K100), is an equivalent of an NVQ Level 2 Qualification for Carers, in the United Kingdom. The range of courses includes the following modules: On completion, learners will be eligible for the Certificate in Health and Social Care, with the designation Cert HSC, which is widely recognized by employers throughout the UK and awarded by EDEXCEL. The First Diploma in Health and Social Care provides a good basis for progression on to a Level 3 qualification in this area. Students must study two core units as well as four specialist units from the following topics: From there learners go on to a more advanced course or training at Level 3 such as the National Diploma/Certificate in Health and Social Care, NVQs in Health and Social Care and CACHE Level 3 Diploma. Through this learning stream, students can go into careers such as social work, nursing, residential care work, housing and the probation service. Employment opportunities include work in registered care homes, housing, community work, and the voluntary sector, hospitals and primary care trusts. Health and Social Care (CYP) NVQ Level 3: The award is validated by EDEXCEL. It will be achieved by observation of current work practices and producing a range of evidence to meet performance criteria and scope. Learners are asked to show that they are competent by providing evidence that they: To achieve the NVQ qualification delegates must demonstrate competence in the following eight units: Awarding Authority: EDEXCEL: The contents of this South African qualification align well with what is in the modules. Food Preparation and Cooking: Multi-skilled Hospitality Services NVQ 2 (HAB) (Lincoln College): This broad based qualification in Food Preparation and Cooking is aimed at those not catered for by mainstream hospitality and hotel courses. It is a Multi-skilled NVQ qualification. The qualification also caters for those employed in the areas of reception, housekeeping and general bar work. In summary, the qualification allows, employers and learners the ability to 'pick 'n' mix' units which reflect the individual's current roles and responsibilities in the workplace. Animal Care: Animal Care BTEC First Certificate (Hopwood Hall College): This course is for participants who have a keen interest in animals, who wish to gain knowledge of animal care and to gain practical skills for employment in the pet care industry. It includes animal biology including nutrition, growth, digestion and reproduction, animal health including diseases and first aid, animal care including accommodation and handling, dealing with customers including service and advice, husbandry including behaviour and dealing with emergencies, the care of exotics including reptiles, amphibians and insects, animals in their natural environment and how they can be monitored. Its contents are more advanced than that in the unit standards of this qualification. Child care: There are offerings at NVQ Levels 2-3 in Children's Care and Learning Development. These are much specialised qualifications that go much deeper into child care and the development of their learning than this National Certificate: Home-care Practices. Laundry studies: There is a range dry cleaning and or laundry standards in the UK's NVQ. For example, the Bridgwater College (UK) offers a program in NVQ 2 in Laundry Operations for those in Commercial Dry Cleaning, Home Hospital and Hotel Environments. The contents of the National Certificate: Home-care Practices compare well with these standards. Australia: Although there is no need at this level - in the SA Home-care qualification - for a complete qualification in Horticulture, the content of the course as described was a useful bench mark. Course Modules: This course is completed within 120 hours of study and provides good grounding for plant care and contains far more knowledge than required by the specialization in the National Certificate: Home-care Practices. Pet care: The Australian NQF has a number of unit standards and qualifications with well articulated occupational streams in Pet Care. The Australian School of Pet Care Studies. It consists of the following courses: ASPCS Certificate in Animal Welfare & Nurses Aid. It consists of the following courses: The programme can be completed at the students own pace and in the privacy of their own home. Students often follow on with the program in Junior Animal Nursing Assistant.
